Narrative on Renovation Plans for 102 Deadmond Ferry Property
Larry Palanuk and Kerry Ayres-Palanuk (Owners), owners of the property at 102 Deadmond
Ferry, are requesting approval from the City of Springfield, Oregon to make improvements to
the main house on that property. The house is in the Special Flood Hazard Area (SFHA) as
defined by the Flood Insurance Rate Map (FIRM). The Owners desire is to rebuild the main
house starting in Fall of 2021.
The Owners previously requested and received a Type 1 Floodplain Overlay District Overlay
Staff Report and Decision on April 11`^ 2018 for this same property (see Case 811-18-000049-
TVPl), but the scope has since changed. In that original two-part decision, the request was to
rebuild the guest house (completed 12/13/2019) and remodel the main house. Since then; the
Owners determined that remodeling the main house was not desirable and now request to
replace the main house completely in the same manner/process as the guest house was done
under that previous Staff Report. The Owners would demolish the house and the adjacent
workshop (currently attached to main house via roof) and reconstruct using a similar footprint
and location. This work is defined by FEMA as "Substantial Improvement" since the cost will be
greater than 50% of the structure's value. Therefore, it will be required to be brought up to the
FEMA SFHA standards for residential construction as listed in Technical Bulletin 1 - Openings in
Foundation Walls and Walls of Enclosures. The workshops' location will move and attach to the
house, and will help decrease the cross-sectional area perpendicular the flow of the flood
source. See Figure 1
The reconstruction will not increase flood heights with the following conditions:
— The cross-sectional area of the new structure perpendicular to the flood source will be less
than the current 77.03' as called out in the No -Rise Certificate (See Ron Rice 8/16/21) See
Appendix A
— Overall footprint will not be larger than the current 3616 sq. ft. as called out in the No -Rise
Certificate (Ron Rice 8/16/21). See Appendix A and Figure 1
— New foundation will allow for flood water to flow through per FEMA requirements
— There will be no filling, grade changes, or changes of watercourse.
— The new finished floor will be at least 12" above the BFE. See Figure 2
— New home will be in the same basic location — See Appendix B for Corner Survey

COMMENTS: Replacement building cross section perpendicular to flood is 68.33'. A

It is to further certify that the attached technical data supports the fact that the proposed
development described above will not create any increase to the 100 -year elevations on said
flooding source above at the published cross-sections in the flood insurance study for the above
community date lune 2, 1999 and will not create any increase to the 100 year flood
elevations at unpublished cross-section in the vicinity of the proposed development.
