SUMMARYOFCONDIHONSOFAPPROYAL: Tae Lot 18-20-05-23-0202
1. Prior to Final Site Plan approval, the applicant most workwith the City's Public Works Department in the Public
Improvement Permit (PIP) process in accordance with SDC 4.1-110A and B.
Response: The PIP plans have been submitted.
2. Prior to Final Site Plan approval, the applicant most meet all ofSUB Water Division's requirements regarding
communications with SUB Water Division's Backjlmv Prevention Specialist, reduced pressure backj[mv assembly (RBFA),
and other backjhmv prevention assembly design plans in accordance with SDC 4.3-120-4 and SDC 4.3-130A.
Response: Plans will be submitted to SUB for their approval.
3. Prior to Final Site Plan approval, the location of transformers and utility trenches most be determined through the
applicant's design and Public Improvement Permit (PIP) process in accordance with SDC 4.1-110-4 and B. Electrical
meters would also be installed to provide service to each dwelling unit in the proposed residential building.
Response: Plans will be submitted to SUB for their approval.
4. In accordance with SDC 4.3-125, all utility lines must be placed underground. Additionally, vaults and transformers for
utility connections along the street frontage must be screened from view in accordance with SDC 4.4-110 orplaced out of
sight at the side or rear of buildings.
5. Prior to Final Site Plan approval, the applicant most extend the public sanitary sewer system in Horace Street as shmvn
on the Utility Plan using the City's Public Improvement Permit (PIP) process.
Response: The PIP plans have been submitted.
6. Prior to approval of the Final Site Plan, the applicant must provide an Operations and Maintenance plan to the City for
review to ensure the longterm maintenance and operation of the proposed stornnvater treatment areas, consistent with
maintenance criteria required by EDSPM 3.03.1. The plan must designate maintenance responsibility for operating and
maintaining the system and must be distributed to all property mvners and tenants of the site.
Response: The Operation and Maintenance plans have been submitted.
7. To ensure afullyfunctioning water quality system and meet objectives of Springfield's MS4 permit, the Springfield
Development Code and the EDSPM, the proposed stommwater management areas most be fully vegetated with all
vegetation species established prior to approval of Final Site inspection. In the case this condition cannot be met, the
applicant most contact and worko,A the Public Works Department to provide and maintain additional interim erosion
control/water quality measures that meet the standards in SDC 4.3-110.E until such time as the stornnvater management
facility until such time as the swale vegetation becomes filly established.
Response: Okay.
8. The applicant most construct full street improvements along the Horace St frontage, as shmvn on the proposed Site Plan,
using the City's PIP process. City staff will verify this on the PIP prior to Final Site Plan approval in accordance with SDC
4.2-105.G.2.
9. The applicant most meet fire access road standards to obtain occupancy certificates. Fire access roads must be capable
of supporting and imposed load offire apparatus weighing at least 80,000 pounds as per SFC D102.1 and Springfield Fire
CodeAmendmews.
Response: The PIP plans have been submitted.
10. The applicant most workwith the SUB Water divisionfor the design of their water accessfrom the existingfire hydrant
and to ensure that the water supply meets the standards required by the Springfield Fire Code. Prior to Final Site Plan
approval, the applicant must shmv the water connections to serve the site on the Utility Plan.
Response: Plans will be submitted to SUB for their approval.
ll. The applicant must provide proof and documentation of all Easemems and Dedications before Final Site Plan approval
and bnildingpermdt issuance as per SDC 4.3-140A.
Response: The City supplies the forms for the Public Ufility Easement dedication. Please provide us with the form to
complete.
12. The applicant's Site Plan (Sheet 2 of 3) states that the proposed development it Lmv DensityResidential in Note #12.
Prior to Final Site Plan approval, the applicant amrt update the Site Plan to reflect that their proposed development is
Medium Density Residential in accordance with SDC 3.2-210.
Response: The plans have been revised.
13. To determine compliance with the design standards for Building Form (SDC 3.2-240.D.2.b-h); Storage (SDC 3.2-
240.D.4.q); Private Open Space (SDC 3.2-240.D.5.c); Landscaping (SDC 3.2-240.D.6.d); and Parking(SEC 3.2-240.D.8.a
& f, the applicant must submit either revised or the most updated site plans, landreapingplans, on-site Inndscapingplans,
flomplans, and elevations prior to Final Site Plan approval In the care the applicant cannot show a conforming roof type
under this standard (gable, hip, or gambrel) meet the design standards for roofs under Building Form (SDC 3.2-240.D.2. b),
the applicant can apply for approval under the Alternative Design Discretionary Criteriafor MuDS, which is a Type 3
application process in accordance with both SDC 3.2-245 and SDC 5.9-100.
Alternatively, as a condition of approval the applicant may apply for a discretionary use permit application to request
approval of an alternative design. If the discretionary use application it not approved the applicant must meet the design
standards detailed in 3.2-240.D.
Response: A Discretionary Use application has been submitted.
14. While the applicant's proposal does not meet the threshold for Pedestrian Circulation design standards (SDC 3.2-
240.D. 7), the applicant must still meet the requirements for SOC 5.17-125.1), specifically on pedestrian safety and
connectivity. The applicant does not shmv a locationfor mailboxes to serve the residences. Prior to Final Site Plan
approval, the applicant must shmv the locationfor the mailboxes that will serve the residents as well as provide a sidewalk
connection from the mailboxes, internal sidewalk, and the public sidewalk along the Horner Street frontage to ensure
pedestrian safety and connectivity in accordance with SDC 5.17-125.D.
Response: A mailbox and pedestrian access has been shown on the plans.
15. Prior to Final Site Inspection approval, the applicant must provide the details of the proposed bike storage area
shmving that the required 8 bicycle parking spaces will be provided with a pmvder coated staple or inverted U rack as
shmvn in Figure 4.6-B. Alternatively, the applicant may applyfor a new land use approvallsite plan modification
application to request approval of a different design in conformance with SDC 4.6-145,4.1-6.
Response: To be determined during Final Site Inspection.
16. the property mvrrer or their designee is responsible for ongoing and perpetual maintenance of the private storanvater
facilities on the site to ensure they function as designed and intended, and to ensure protection ofgroundwater resources.
Annual maintenance records must be kept by the property mvner or their designee and provided to the City for review upon
reasonable request—normally within five business days.
