SPRINGFIELD, LANE COUNTY, OREGON AUGUST 3, 2021 THE PURPOSE OF THIS PLAT IS TO MARK WITH PROPER MONUMENTS IN ACCORDANCE WITH OREGON REVISED STATUTES CHAPTER 92 AND LOCAL ORDINANCES THE SUBDIVISION PLAT FOR BRFI GATEWAY, LLC, C17Y OF SPRINGFIELD PLANNING CASE 811-21-000112-TYP2, AS GIVEN APPROVAL JUNE 18, 2021 BY THE CITY OF SPRINGFIELD. THE POINTS AND LINES SHOWN ON THIS SUBDIVISION PLAT WERE ESTABLISHED AS FOLLOWS: 15 RIGHT-OF-WAY THE RECORD 15 CENTERLINE AND RIGHT-OF-WAY MARGIN ALONG WITH RECORD MONUMENT LOCATIONS WERE RECREATED BASED ON CSF 37684 AND 41295. THIS GEOMETRY WAS THEN RELATED TO THE FOUND MONUMENTS BY HOLDING OBEC CONTROL NETWORK POINT 513 FROM CSF 37684 (MON A IN THIS SURVEY) FOR STATION AND OFFSET. THE RECORD GEOMETRY WAS THEN ROTATED ABOUT MON A/POINT 513 TO MATCH THE FOUND MONUMENT POINT-TO-POINT BEARING WITH OBEC CONTROL NETWORK POINT 904 FROM CSF 41295 (MON B IN THIS SURVEY). THESE TWO POINTS WERE SELECTED FOR SEVERAL REASONS: THEIR FOUND POINT-TO-POINT DISTANCE MATCHED RECORD BETTER THAN MOST PAIRS, THE POINT-TO-POINT DISTANCE WAS LONGER THAN MOST PAIRS, HAVING BEEN SET AS CONTROL NETWORK POINTS THEY WERE UNLIKELY TO HAVE BEEN AFFECTED BY CONSTRUCTION AND MON A/POINT 513 WAS ALSO HELD FOR THE HARLOW ROAD RIGHT-OF-WAY, GATEWAY STREET RIGHT-OF-WAY THE RECORD GATEWAY STREET CENTERLINE AND NOMINAL RIGHT-OF-WAY MARGIN ALONG WITH RECORD MONUMENT LOCATIONS WERE RECREATED BASED ON CSF 33380, 37684 AND 43197. THE NOMINAL RIGHT-OF-WAY MARGIN IS A 40 FOOT HALFWIDTH BUT DOES NOT INCLUDE ANY OF THE SUBSEQUENT WIDENINGS. THE CENTERLINE AND NOMINAL RIGHT-OF-WAY MARGIN GEOMETRY WAS THEN RELATED TO THE FOUND MONUMENTS BY HOLDING OBEC CONTROL NETWORK POINT 633 FROM CSF 43197 (MON C IN THIS SURVEY) FOR STATION AND OFFSET. THE RECORD GEOMETRY WAS THEN ROTATED ABOUT MON C/POINT 633 TO MATCH THE FOUND MONUMENT POINT-TO-POINT BEARING WITH OBEC CONTROL NETWORK POINT 4 FROM CSF 43197 (MON D IN THIS SURVEY). THESE TWO POINTS WERE SELECTED FOR SEVERAL REASONS: THEIR FOUND POINT-TO-POINT DISTANCE MATCHED RECORD BETTER THAN MOST PAIRS, THE POINT-TO-POINT DISTANCE WAS LONGER THAN MOST PAIRS, HAVING BEEN SET AS CONTROL NETWORK POINTS THEY WERE UNLIKELY TO HAVE BEEN AFFECTED BY CONSTRUCTION AND MON C/POINT 633 WAS ALSO HELD FOR THE HARLOW ROAD RIGHT-OF-WAYY, TWO WIDENINGS WERE DEDICATED BY REEL 1620R, INSTRUMENT 9011194. THESE WIDENINGS WERE ESTABLISHED BY THE BEARINGS, DISTANCES AND CONTROLLING CALLS IN THE RECORDED DEDICATION DOCUMENT. THESE WIDENINGS WERE ALSO MAPPED IN CSF 33380, 37684 AND 43192 THOSE SURVEYS ESTABLISH A PORTION OF THE DEDICATIONS DIFFERENTLY, THIS OCCURS IN THE AREAS OF LINES K AND S ON CSF 33380. NO VACATION OR CORRECTED DEDICATION DOCUMENT WAS FOUND IN THE DEED RECORDS OR IN THE CITY'S FILES, THEREFORE, THE ELEMENTS OF THE DEDICATION DOCUMENT WERE HELD OVER THE METHODOLOGY OF THE OTHER SURVEYS. AN ADDITIONAL WIDENING WAS DEDICATED BY RECORDER'S NUMBER 2008-056324. THIS WIDENING WAS ESTABLISHED BY THE STATION AND OFFSETS IN THE RECORDED DEDICATION DOCUMENT THIS WIDENING WAS ALSO MAPPED IN CSF 43192 THAT SURVEY SHOWS THE SOUTHERLY POINT OF THIS WIDENING AS COINCIDING WITH A POINT OF COMPOUND CURVATURE IN REEL 1620R, INSTRUMENT 9011194. HOWEVER, NOTHING IN THE DEDICATION DOCUMENT SUPPORTS THIS, THEREFORE, THE ELEMENTS IN THE DEDICATION DOCUMENT WERE HELD OVER THE METHODOLOGY OF THE OTHER SURVEY. HARLOW ROAD RMT -OF -WAY THE RECORD HARLOW ROAD CENTERLINE AND RIGHT-OF-WAY MARGIN ALONG WITH RECORD MONUMENT LOCATIONS WERE RECREATED BASED ON CSF 27036 AND 37684. THIS GEOMETRY WAS THEN RELATED TO THE FOUND MONUMENTS BY HOLDING OBEC CONTROL NETWORK POINT 513 FROM CSF 37684 (MON A IN THIS SURVEY) FOR STATION AND OFFSET THE RECORD GEOMETRY WAS THEN ROTATED ABOUT MON A/POINT 513 TO MATCH THE FOUND MONUMENT POINT-TO-POINT BEARING WITH OBEC CONTROL NETWORK POINT 633 FROM CSF 43197 (MON C IN THIS SURVEY). THESE TWO POINTS WERE SELECTED FOR SEVERAL REASONS. THEIR FOUND POINT-TO-POINT DISTANCE MATCHED RECORD BETTER THAN MOST PAIRS, THE POINT-TO-POINT DISTANCE WAS LONGER THAN MOST PAIRS, HAVING BEEN SET AS CONTROL NETWORK POINTS THEY WERE UNLIKELY TO HAVE BEIM AFFECTED BY CONSTRUCTION AND THE POINTS WERE ALSO HELD FOR THE 15 AND GATEWAY STREET RIGHTS-OF-WAY. MOST SOUTHERLY PUTT BOUNQARY THIS LINE WAS SURVEYED 1N WHOLE BY CSF 27036 AND IN PART BY CSF 33380. IT IS ALSO THE LINE BETWEEN PARCELS 11 AND IV OF RECORDER'S NUMBER 2017='037745. THE 518" REBAR SET BY CSF 33380 AT THE EAST END OF THIS LINE WAS FOUND AND HELD (MON E). A HOLE FROM A NAIL SET BY CSF33380 ON THE WEST BOUNDARY OF THE BEVERLY STREET RIGHT-OF-WAY WAS FOUND AND HELD (MON F). ALTHOUGH NOT COMMON TO HOLD A NAIL HOLE, THE DISTANCE MATCHED RECORD WELL AND PLACED THE INTERMEDIATE MONUMENT ONLINE. CSF 33380 INDICATES THIS LINE IS A 54.00 -FOOT PARALLEL OFFSET OF A TAX LOT 2307 BOUNDARY LINE HOWEVER, THIS WAS NOT UTILIZED IN THE SOLUTION BECAUSE IT DOES NOT FIT THE MONUMENTS WELL AND IS NOT DESCRIBED AS A CONTROLLING ELEMENT IN ANY OF THE DEEDS. THE LINE BETWEEN MONS E AND F WAS EXTENDED RECORD DISTANCE PER CSF 27036 TO ESTABLISH PT G. PT H WAS ESTABLISHED BY HOLDING RECORD DEED DISTANCE FROM THE NORTHEAST 15 - HARLOW ROAD RIGHT-OF-WAY MARGIN INTERSECTION (PT 1). RECORD BEARINGS IMPLY LINE G -H SHOULD BE A PARALLEL OFFSET OF A TAX LOT 2307 BOUNDARY LINE. HOWEVER, THIS WAS NOT UTILIZED IN THE SOLUTION BECAUSE IT WOULD CAUSE BOTH THE MON F -PT G AND PT H -PT i DISTANCES TO BE UNACCEPTABLY DIFFERENT FROM RECORD AND IS NOT DESCRIBED AS A CONTROLLING ELEMENT IN ANY OF THE DEEDS. TL 2,307 THE 518" REBARS AND NAIL HOLE SET BY CSF 33380 (MONS J THROUGH N) WERE HELD. ALTHOUGH NOT COMMON TO HOLD A NAIL HOLE, THE DISTANCES TO TWO OTHER MONUMENTS MATCHED RECORD WELL THE BEVERLY STREET RIGHT-OF-WAY WAS ESTABLISHED BY HOLDING MON F (SEE THE "MOST SOUTHERLY PLAT BOUNDARY" DISCUSSION ABOVE) AND A HOLE FROM A NAIL SET BY CSF 33380 ALONG THE NORTHERLY HARLOW ROAD RIGHT-OF-WAY MARGIN (MON 0). AGAIN, ALTHOUGH IT 1S NOT COMMON TO HOLD A NAIL HOLE, THE HOLE FELL AT THE STATION AND OFFSET CSF 37684 REPORTED FINDING THE NAIL AND WASHER. THE LINE F-0 WAS OFFSET 60 FEET NORTHEASTERLY FOR THE OTHER BEVERLY STREET RIGHT-OF-WAY MARGIN. BOTH MARGINS WERE EXTENDED NORTHWESTERLY TO INTERSECT THE SOUTHEASTERLY BOUNDARY OF TL 2307, LINE K -L. TWO SCREWS WITH W&H PACIFIC WASHERS WERE FOUND ALONG THE NORTHERLY BOUNDARY (MONS P AND Q). NO RECORD COULD BE FOUND FOR THEM AND MULTIPLE CALLS TO NV5 (THE CURRENT NAME FOR W&H PACIFIC) RECEIVED NO RESPONSE. ALTHOUGH NO PROVENANCE COULD BE FOUND FOR THE W&H PACIFIC SCREWS AND THEY ARE NOT STANDARD MONUMENT TYPES, THEY WERE ULTIMATELY HELD. TURNING RECORD ANGLE FROM LINE M -N AND OFFSETTING LINE M -N THROUGH MON P CREATED PT R WITH DISTANCES ACCEPTABLY COMPARABLE TO RECORD. EXTENDING LINE R -P RECORD DISTANCE, PARALLELING LINE N -R THROUGH THE NEW END POINT AND INTERSECTING WITH A LINE THROUGH Q PARALLEL TO LINE M -N ALSO CREATED DISTANCES ACCEPTABLY COMPARABLE TO RECORD. FROM PT Q A LINE OF RECORD DISTANCE PARALLEL TO LINE N -R WAS EXTENDED TO ESTABLISH PT S. FROM MON J A LINE TANGENT TO CURVE K -J WAS EXTENDED RECORD DISTANCE TO ESTABLISH PT T. FROM PT T A UNE PARALLEL TO LINE N -R WAS EXTENDED RECORD DISTANCE TO ESTABLISH PT U. PTS S AND U WERE CONNECTED FOR THE REMAINING SEGMENT OF TL 2307'S BOUNDARY. NORTHERLY PLAT BOUNDARY THE WESTERLY PORTION OF THE NORTHERLY PLAT BOUNDARY WAS ESTABLISHED BY HOLDING THE STATIONS AND OFFSETS FROM THE DEDICATION IN RECORDER'S NUMBER 2007-022874. THREE POSSIBLE SOLUTIONS WERE FOUND FOR THE REMAINDER OF THE NORTHERLY PLAT'BOUNDARY, 1. HOLD A POINT ON THE 1-5 RIGHT-OF-WAY 86.84 FEET NORTHERLY OF THE FOUND 518" REBAR (MON V) PER CSF 33380 AND CONNECT TO THE NORTHERLY END OF THE GATEWAY STREET WIDENING DEDICATED IN REEL 1620R, INSTRUMENT 9011194 PER CSF 33380 AND 43197. THIS PLACES THE FOUND 518 REBAR (MON W) WITHIN MEASUREMENT TOLERANCE OF THE LINE. 2. HOLD THE RECORD ANGLE PER CSF 33380 FROM THE 15 RIGHT-OF-WAY THROUGH MON W. THIS INTERSECTS THE 15 RIGHT-OF-WAY WITHIN MEASUREMENT TOLERANCE OF THE STATION AND OFFSET REPORTED FOR A FOUND MONUMENT IN CSF 37684. 3. HOLD THE RECORD ANGLE PER CSF 18018 AND 24577 FROM THE 15 RIGHT-OF-WAY THROUGH MON W. THIS INTERSECTS THE 15 RIGHT-OF-WAY WITHIN MEASUREMENT TOLERANCE OF MON V BUT INTERSECTS THE GATEWAY STREET RIGHT-OF-WAY SOUTH OF THE NORTHERLY END OF THE WIDENING DEDICATION. ALL THREE APPROACHES HAVE SUPPORTABLE LOGIC AND INDEPENDENT VERIFICATION. SOLUTION 1 WAS SELECTED BECAUSE IT IS MORE DIRECTLY ASSOCIATED WITH MONUMENTS AND DISTANCES WHICH ARE HIGHER PRIORITY CALLS THAN ANGLES.
