I appreciate the attention that city staff and your office have devoted to the Glenwood project. I write today to respectfully request the following from the SEDA Board: 1.Extend to the Marvin family an option to purchase a portion of the SEDA owned land for the purpose of ingress/egress (see highlighted area, Exhibit “A”). Without the ability to control the highlighted area, our capacity to develop the Marvin Property in accordance with the Glenwood Refinement Plan would be severely limited. 2.Agree to a partnership interval through the end of 2021 during which SEDA and the Marvins will work to create a coordinated development plan for the SEDA and Marvin properties. This partnership interval will ensure that the Marvins and SEDA effectively integrate development between the two tracts. As your office is aware, my family has owned for over 20 years approximately 8.5 acres of real property immediately to the east of the SEDA owned tract (the “Marvin Property”). Over the course of our ownership, we have worked with the City of Springfield (“COS”) in its attempts to develop the area in a manner consistent with the Glenwood Refinement Plan. Despite the COS best efforts, a development has not materialized. Over the last several weeks, the Eugene Emeralds organization and my family have commenced substantive discussions to construct a stadium on the Marvin Property. The facility envisioned by the Elmore Sports Group, the entity that has owned the Emeralds since 1986, would function as both the Emeralds home field and an outdoor concert venue. The prospect of working with the Elmore organization to construct a stadium that will keep the Ems in our community is an incredible honor. Further, we take the responsibility of bringing the first vibrant redevelopment to Glenwood with the utmost seriousness. We have a rare opportunity to create a vital, community-oriented project on the Willamette River; it is critical that we get this right. I have made the requests articulated above to ensure that we position ourselves to get this right. Specifically, we must guarantee that (1) traffic flow within the central development is consistent with the refinement plan and (2) SEDA has ample time to tailor its RFQ process to a unique adjacent use: a baseball stadium/concert venue. Additionally, the Emeralds' internal timeline requires that stadium construction commence within 14 months; accordingly, request two provides an additional benefit: sufficient time for the Elmore group and the Marvins to complete feasibility analyses and an agreement for stadium construction. By granting our requests, the SEDA Board will provide to the Emeralds and the Marvins the best opportunity to realize an anchor project of this scale in Glenwood. Further, through its cooperation, SEDA will demonstrate its willingness to allow a vested, private stakeholder the autonomy to complete a significant riverfront development in Glenwood; an ambition that the COS has not achieved in over 20 years. I am very grateful for your willingness to communicate our requests to the SEDA Board; I am happy to answer any questions that the Board might have.
