ITEM TITLE: GLENWOOD RIVERFRONT REQUEST FOR QUALIFICATIONS

This will be a facilitated meeting. No formal action is requested.
ISSUE
STATEMENT:
The Springfield Economic Development Agency (SEDA) Board has determined to
issue a formal Request for Qualifications (RFQ) to identify and select a
development partner for the SEDA owned 9~ acres of Glenwood riverfront area
land. To inform the preparation of an RFQ, the Board met on May 24th and will
meet on June 14th to discuss preferred themes and priorities for guiding the drafting
of the RFQ and selecting a development partner. An outside facilitator will assist
with both meetings.

FINANCIAL
IMPACT:
The SEDA Board has directed staff to pursue a formal, transparent, and well-
defined process for identifying and selecting a developer for the SEDA owned, 9~
acre, Glenwood riverfront site (Attachment 1).
A Request for Qualifications (RFQ) is identified as the tool for soliciting interest
and is planned for issuance in late summer/early fall, with a goal to select a
development partner by end of the 2021 calendar year.
As critical first steps to preparing an RFQ, the Board will discuss during two
regular session meetings the elements critical to framing a clear and effective
solicitation document. The focus of each discussion is tentatively and briefly
outlined in Attachment 2 and structured as below:
• May 24th – Board Refined and Preferred Development and Developer
Features and Order of Priority
• June 14th – RFQ Review and Selection Process, Expectations and Board Role
Both meetings will be led by an outside facilitator, Lorelei Juntunen.
No formal action is requested during either meeting. The goal of both meetings will
be to generate a clear and cohesive understanding of the Board’s vision and
priorities for a development partnership on the SEDA owned Glenwood riverfront
site. This information will guide the themes and criteria throughout the RFQ
materials and selection process.
