The vacancies are the result of one term expiration and one position resignation. ISSUE STATEMENT: Two (2) candidates have applied for two (2) Planning Commission vacancies created by the first term expiration of Grace Bergen with expiration date of July 31, 2021, and resignation of Troy Sherwood on January 11, 2021. An application from Willow Hamilton was received after the deadline for submission, and not include it in the packet for consideration. ATTACHMENTS: 1. Interview Schedule and Questions 2. Resignation Letter from Troy Sherwood DISCUSSION/ FINANCIAL IMPACT: The City received two applications for two vacancies during a five-week recruitment process. The Springfield Planning Commission is a seven-member volunteer Commission appointed by the City Council. Positions are “at-large”, and do not represent specific geographic areas. The members serve four-year terms that are staggered to avoid more than two positions expiring at the same time. Of the seven members, two appointments may live outside the city limits and two appointments may be involved in the Real Estate profession. At present, Commissioner Bergen is the only Commissioner involved in the Real Estate profession; all Commission members currently reside within the city limits. Commissioner Bergen’s term expires July 31, 2021. The new full four-year term for Bergen’s position will have a new expiration date of July 31, 2025. The open position (Sherwood) expires December 31, 2024. The Council decision on these appointments is scheduled for the Regular Meeting of Monday June 21, 2021. Applicant Signature: Date: I am in my 3rd year serving on the Planning Commission. I also have training in "Smart Growth" for communities. I am a licensed Real Estate broker in Oregon and serve on many executive board that make important decisions, bias free, that effect those that we represent on those various boards. I bring the unique perspective of knowing the housing needs in our community as a Realtor; not just on the sales sides but also on the advocate side in Salem and in DC. Housing isn't just about the structure, it's about creating a community that serves our city in a responsible way for our citizens. Housing relates to everything in our community and everything relates to housing. During my past 3 years on the Planning Commission we have had great discussion on applications for zone changes, appeals, etc. During public meetings we have listened to public testimony, weighed planning goals and made recommendations to City Council on important decisions. The topic that concerns me the most that relates to the Planning Commission is the wise utilization of the land we have within our city limits as well as in the UGB. We are running out of space for our community to continue growing so we now have to pivot and encourage smart infill, while still making Springfield desirable for citizens as well as businesses to call Springfield "home". I think we also need to look at zoning to fit it to our current needs vs. needs of 20+ years ago. I would be honored to continue serving and being a voice for our community members. I have the background, experience and knowledge on what it takes to make smart land use decisions on behalf of our city. Applicant Signature: Date: I have been part of a number of leadership roles throughout my life and The skills that I think suit me best for this role are my ability to consider various perspectives, including those that differ from my own, and work collaboratively towards solutions that serve the most people the best way. I live in Springfield and raise my children here, my wife works in Springfield as a teacher. It is a value to me to help Springfield stay on a trajectory that will leave my family a safe and vibrant place to live work and play. Business owners have specific challenges and needs that our important to the community development. Consideration for them is a perspective I hope to offer if appointed to the commission. I am currently involved in the Springfield Rotary and have had a lot of involvement with the service projects committee which has been instrumental in numerous projects through the Springfield community. I am active in the Springfield Chamber of Commerce and have worked towards supporting many local businesses both personally and professionally. I am also actively involved with Willamlane on he budget committee supporting through an unprecedented budget cycle this year I believe that Springfield has been on a great track recently to develop as a place desirable to live, work, and play. I have a personal interest to see this continue for the benefit of my family and friends. Making he right choices for land use and growth are important to the needs of local businesses and families. I want to support the continued effort to further the current path Springfield is on and realize the opportunities we have in our community.
