ITEM TITLE: ESRI, GEOSPATIAL SOFTWARE LICENSE AND MIGRATION
SERVICES
ACTION
REQUESTED:
Authorize the City Manager t o sign C2778 (ESRI Quotation #Q-
429840), a three-year contract for ESRI Enterprise license and
migration services, totaling $180,500
ISSUE
STATEMENT:
The purpose of this project is to restore reliable mapping services to
Springfield applications
ATTACHMENTS: 1: Sole Source Justification ESRI ArcGIS Enterprise License and Jumpstart
service
2: C2778 ESRI Quotation #Q-429840
DISCUSSION/
FINANCIAL
IMPACT:
The proposed solution migrates mapping services previously hosted by
regional partners to an enterprise solution hosted by the City of
Springfield.
Recent changes to strengthen regional data network security have disrupted
these mapping services, rendered them unusable and created the need to
move these services back onto Springfield hosted servers. Moving these
services onto Springfield servers requires an enterprise license.
Solution supports mapping services for Citywide applications such as
internet mapping applications used by all staff , facilities management
systems and mobile field crew application s used by DPW departments,
computer aided dispatch used by public safety departments, as well as
desktop mapping products and tools used by engineers, planners and
environmental services staff .
Proposed contract includes enterprise licensing for $165,000 and
implementation services for $15,500, totaling $180,500 over three years.
Last year Springfield paid $23,000 for licensing, and this upgrade increases
the annual license fees by $32,000. Funding for year one is included in the
IT/GIS Division FY21 budget. Funding for year two is includ ed in IT's
Proposed FY22 budget. Year two and year three funding are dependent
upon future budget approval. At the end of three years, City will
renegotiate Enterprise license agreement renewal with vendor.
A sole-source justification was used for this procurement because the
jumpstart service, the jumpstart software tools, the system data and the
enterprise software platform are proprietary to the vendor, ESRI.
Staff recommends Council approve giving the City Manager the authority
to sign the contract.

transfer or sale of all or part of Customer's
organization (subsections i, ii, and iii, collectively
referred to as "Ownership Change"). There will be
no decrease in Fee as a result of any Ownership

9.1 If an Ownership Change increases the
cumulative program count beyond the maximum
level for this Agreement, Esri reserves the right
to increase the Fee or terminate this Agreement
and the parties will negotiate a new agreement.
9.2 If an Ownership Change results in transfer or
sale of a portion of Customer's organization, that
