ITEM TITLE:
BUDGET COMMITTEE APPOINTMENTS
ACTION
REQUESTED:
Appoint Darlene Raisch (Ward 3) and Steven Schmunk (Ward 4) to the Budget
Committee with terms expiring December 31, 2023.
ISSUE
STATEMENT:
Applicants are being sought to represent Wards 3 and 4 on the City’s Budget
Committee due to vacancies resulting from a former Committee member being
elected to the City Council and the other member completing two consecutive
terms. Both applicants would be appointed to a three year term to expire December
31, 2023.

DISCUSSION/
FINANCIAL
IMPACT:
On April 12th, the City Council interviewed five applicants for the Budget
Committee vacancies in Wards 3 and 4. After discussion, the Council asked that
Darlene Raisch’s name be brought back to Council in regular session for formal
appointment to the Ward 3 vacancy and that Steven Schmunk’s name be brought
back for formal appointment to the Ward 4 vacancy. Steven Schmunk is a resident
of Ward 6 and though the Budget Committee Charge describes appointments by
Ward, this is not a requirement of State Law and the Council may choose to appoint
any individual from the list of applicants interviewed on April 12th.
The City’s charge for the Budget Committee states as a qualifier that the Committee
shall consist of 6 members from the Council and 6 citizens by Ward (Citizen
members may not be officers, agents or employees of the City, per ORS
294.336(4).

Maintained fiscal oversight of a small recreation department. Responsible for an annual budget in excess of $2M.
Approved and consolidated annual operating budgets from activitiy managers. Reviewed monthly financial statements for
accuracy. Monitored budget execution of subordinate managers taking corrective action when necessary. Implemented the
new Navy-wide SAP accounting program. Trained managers on how to track income, purchaes, vendors and budget
execution. Served on Willamalane Park & Recreation Budget Committee 2015-2019.
I believe I have knowledge of the budgeting process and could be a liaison between the city and the residents of Ward 3.
Since I am retired, I have the time to invest in furthering the goals and work of the Budget Committee. I am dedicated to
maintaining the quality of life in Springfield and working with other concerned citizens.
Serve as treasurer for local chapter and state National Association of Active & Retired Federal Employees (NARFE).
Secretary and past president of Rubicon Society.
I am concerned that the City is being fiscally responsible to its citizens in how it manages its resources. I would like to be
involved in the review process and offer concerns in the formation and execution of the City's budget. I would like to help
prioritize projects to be funded.

revenue up to $10 Million. I am familiar with government accounting vs business accounting. Business as in government
has to make strategic decisions. I have experience in the process of setting goals and working to achieve those goals while
adjusting to challenges and road blocks to achieving intended goal.
Bring a different perspective to city challenges. Help me understand city operations so I can help inform my
family/friends/neighbors.
Served on Springfield School District budget committee 2011-1015.
