ISSUE STATEMENT: Applicants are being sought to represent Wards 3 and 4 on the Budget Committee. Vacancies were created when the Ward 3 appointee was elected to serve on the City Council and the Ward 4 appointee’s second consecutive term expired. Recruitment for these vacancies opened on January 19, 2021 and closed on February 16, 2021. No applications were received for Ward 4 and one application (Darlene Raisch) was received for Ward 3. The recruitment was then reopened through April 2nd, based on Council direction, in order to allow time to receive additional applicants. In total, staff has received two applications from residents in Ward 3, one application from Ward 4, and one application from Ward 5. Staff has also included the application from a resident of Ward 6 which was submitted last fall during the batched recruitment process for other City Boards and Commissions. Each appointee will serve a three-year term that will expire on December 31, 2023. Council may interview the applicants from Ward 5 and 6 and appoint to serve any Ward. Though the Budget Committee Charge (ATT7) describes appointments by Ward, this is not a requirement of State Law and the Council may choose to appoint any individual from the list of applicants. Councilors may use any of the questions off the sample list or provide one of their own and should be consistent with their questions for all candidates. Committee appointments are scheduled during the April 19th Regular Session. Outreach efforts for this recruitment included the following: the City Manager’s Office shared these opportunities multiple times on the City’s social media (Facebook, LinkedIn, Twitter, and Instagram), news releases, posting to the News section of the City website, and posting to the dedicated Boards, Commissions, and Committees webpage. Staff also shared vacancies with the Council and current members of the Budget Committee. The City’s charge for the Budget Committee (Attachment 7) states as a qualifier that six members from the Council and six citizens by Ward shall make up the Budget Committee (Citizen members may not be officers, agents or employees of the City, per ORS 294.336(4)). Since I am retired, I have the time to invest in furthering the goals and work of the Budget Committee. I am dedicated to maintaining the quality of life in Springfield and working with other concerned citizens. Serve as treasurer for local chapter and state National Association of Active & Retired Federal Employees (NARFE). Secretary and past president of Rubicon Society. I am concerned that the City is being fiscally responsible to its citizens in how it manages its resources. I would like to be involved in the review process and offer concerns in the formation and execution of the City's budget. I am familiar with government accounting vs business accounting. Business as in government has to make strategic decisions. I have experience in the process of setting goals and working to achieve those goals while adjusting to challenges and road blocks to achieving intended goal. Bring a different perspective to city challenges. Help me understand city operations so I can help inform my family/friends/neighbors.
