WRITTEN STATEMENT
In accordance with Tree Felling Permit submittal requirements, this written statement describes the
proposed development and demonstrates that the proposal complies with the standards and criteria
contained in SDC 5.19-105 through SDC 5.19-125. The proposal is submitted concurrently with a Site
Plan Review application and a Floodplain Development Permit application. We request that these
applications be processed concurrently.
LAND USE REQUEST
A. Development Objective
The applicant's objective is for approval of
an 17 -unit residential development. The
subject site is zoned Medium Density
Residential (MDR). The proposed 17
units will consist of townhome style
apartments that are either one -bedroom
two story units or two-bedroom three
story units.

Regarding tree felling, there are trees on the tax lot which are included in the Tree Felling Permit.

The site is approximately 0.85 acres. Development of the property will require removal of the
majority of the existing trees on the site. Most of the trees are randomly occurring in the former
residential yard. However, there are two deciduous trees that are proposed to remain. They are
located along the Deadmond Ferry frontage.

II. THE SITE AND EXISTING CONDITIONS
A. Development Site
The site is located south of Deadmond Ferry Road in the Gateway area of Springfield. It is
comprised of one tax lot (Map 17-03-15-40, Lot 1800) and is approximately 0.85 acres in size.
The site abuts single family homes to the west and east and office facilities to the north. To the
south is property owned by PeaceHealth, where the Heartfelt Guest House exists.

2. Transportation

The metro area's adopted transportation plan, The Eugene — Springfield Transportation
System Plan (TransPlan), adopted in 2001 and amended in 2002, does not include
projects abutting the subject property but does include a few nearby. These are new
Collector Street projects in the vicinity of the nearby PeaceHealth Riverbend medical
campus (Projects 715, 721 and 756) and an Urban Standards project improving an
existing nearby street (Project 724). These improvements are included in the City of
Springfield 2035 Transportation System Plan.

3. Utilities
a. Stormwater and Wastewater.
The subject site is located in the North Gateway Stormwater Drainage Basin. The
Springfield Stormwater Facilities Master Plan identifies one capital improvement project,
"Low Priority CIP 43," to address current issues around water quality from the nearby
campus industrial area. (The stormwater system north of the area flooded in 1996. The
piped system in Deadmond Ferry to the west was fine. The piped system in Deadmond
Ferry to the east flooded but stayed in the pipe.)

One of the Lyle Hatfield Linear Paths runs along the entire eastern boundary of the Tax
Lot. The path has been extended to Deadmond Ferry Road and Saint Joseph Place. With
the construction of the PeaceHealth Heartfelt Guest House, the linear path was
reconfigured; see aerial below. On -street bike paths have been added to Deadmond Ferry
Road.

Ill. TREE FELLING —STANDARDS, CRITERIA AND FINDINGS
This section is presented in the same order of applicable requirements found in Section 5.19-125,
Tree Felling Permit Criteria of the Springfield Development Code. Applicable sections of the code are
in bold italics, followed by proposed findings in normal text.
The location, species, and size of the trees proposed for removal are shown on the enclosed Tree
Felling Plan. The removal will be completed by a contractor licensed to do the work using accepted
site clearing and tree felling techniques and procedures. On-site supervision will be present at the
time of removal to ensure that no damage to surrounding properties occurs.
5.1&125 Criteria
The director, in consultation with the Public Works Director and the Fire Chief shall approve,
approve with conditions or deny the request based on the following criteria:
A. Whether the conditions of the trees with respect to disease, hazardous or unsafe
conditions, danger of falling, proximity to existing structures or proposed construction, or
interference with utility services or pedestrian or vehicular traffic safety warrants the
proposed felling.
Response: The proposal is for new construction, which warrants the proposed felling.
Development of the property will require removal of the majority of the existing trees on the site.
Most of the trees are randomly occurring in the former residential yard. However, there are two
deciduous trees that are proposed to remain. They are located along the Deadmond Ferry
frontage. Along with new building construction, grading, paving, site utilities and other
improvements will occur. The random location of the existing trees, coupled with their condition,
does not lend itself to attempts at retaining the exiting trees. All in all, the post -development
appearance of the site will be significantly improved over the current, pre -development,
appearance.
B. Whether the proposed felling is consistent with State standards, Metro Plan policies and
City Ordinances and provisions affecting the environmental quality of the area, including
but not limited to, the protection of nearby trees and windbreaks; wildlife; erosion, soil
retention and stability, volume of surface runoff and water quality of streams; scenic
quality, and geological sites.

Response: The proposed felling is consistent with State standards, Metro Plan policies, and City
ordinances that affect the environmental quality of the area. Felling of trees proposed to be
removed will not have an adverse impact on environmental quality or other trees in the area; they
are not located in close proximity to trees to be retained and the remaining trees will be protected
prior to removal.
The subject site is flat and located within a developed area. The removal of trees will not affect
erosion, soil retention, and stability. Volume of surface runoff and water quality of streams will not
be impacted by the removal of the trees.
C. Whether it is necessary to remove trees in order to construct proposed improvements as
specified in an approved development plan, grading permits and construction drawings.
Response: It is necessary to remove trees to construct the proposed development. An
accompanying Site Plan Review application and plan set document tree removal as well as areas
of trees to remain.
D. In the event that no Development Plan has been approved by the City, felling of trees will
be permitted on a limited basis consistent with the preservation of the site's future
development potential as prescribed in the Metro Plan and City development regulations,
and consistent with the following criteria.
Response: A Site Plan Review application has been submitted for this project. To keep the
project moving forward, the applicant has submitted the Tree Felling Permit application for
concurrent processing with the Site Plan Review application. The project site is also within a
residential neighborhood, so trees will be retained in areas where they will provide buffering and
screening for residents.
E. Whether the applicant's proposed replanting of new trees or vegetation is an adequate
substitute for the trees to be felled.
Response: Replacement trees will be of a 2" caliper in accordance with SDC 4.4-105(E)(1) and
(F). As of now, there are 11 trees on the site. Nine (9) trees are proposed to be removed, while
two (2) are proposed to remain. The quantity of new trees will meet SDC quantity requirements.
The replacement quantity will be somewhere in the neighborhood of 2 to 3 times the number of
trees to be removed. In accordance with SDC 4.4-105(F), new trees will meet city standards as
set forth in the Springfield Engineering Design Standards and Procedures Manual.
In regard to Vegetation and Re -Vegetation, the proposed planting plan will adequately replace
existing trees with approved types and sizes of trees in appropriate locations. Furthermore, the
entirety of the landscape improvements will include shrubbery, ground cover and lawn areas. All
served with an automated underground clock -controlled irrigation system.
F. Whether slash left on the property poses significant fire hazard or liability to the City.
Response: All trees and slash will be removed from the site within 72 hours. No slash or other fire
hazard posing liability to the City will result from the proposed removal of the trees.
G. Whether the felling is consistent with the guidelines specified in the Field Guide to Oregon
Forestry Practices Rules published by the State of Oregon, Department of Forestry, as
they apply to the northwest Oregon region.

Response: The proposed tree felling is consistent with the specified guidelines. The Oregon
Department of Forestry, through its Community and Urban Forestry program, advocates for
selecting appropriate tree species based on site conditions, avoiding invading exotic species, and
reforesting the urban environment. As discussed above, the applicant is proposing practical
replacement planting that include species from Springfield's approved species list that are
compatible with the scale of the proposed development.
H. Whether transportation of equipment to and equipment and trees from the site can be
accomplished without a major disturbance to nearby residents.
Response: Construction access to the site will be from Deadmond Ferry Road and will pass
through a residential neighborhood. Tree felling activities will take place between the hours of
8:00 AM and 5:00 PM, Monday through Friday, and will be of limited duration. Transportation of
equipment and trees from the site will be accomplished without major disturbances to nearby
property in compliance with this criterion.
IV. IN CONCLUSION
Based on the information and findings contained in this written statement and accompanying plans
and attachments, the proposed development meets the Tree Felling criteria of approval contained in
the Springfield Development Code. Therefore, the applicant requests that the City of Springfield
approve the proposal. The applicant and their representatives are available for questions. We look
forward to working with staff to ensure this project meets the goals and objectives of the applicant and
the City of Springfield.

Vegetation and Re -Vegetation Report
This report is presented as a supplement to a Tree Felling Permit application. That application, along
with a Site Plan Review application, are being submitted for Concurrent review and processing in support
of the proposed multi -family development project. Please refer to those applications, along with their
written statements, attachments and plan sets to gather a complete understanding of the proposal.
Vegetation
The proposed multi -family development is located
on Tax Lot 1800. In terms of existing vegetation,
the site is primarily an open field with one
significant tree and a few small caliper trees along
the western property edge.

A tree survey has been conducted. This inventory can be found in the Existing Conditions, Survey
Control, and Tree Removal Plan. As noted in the Tree Felling Permit Written Statement, there are a total
of eleven trees on the property. Two trees will be retained. The remaining nine trees will be removed from
the site.
Any areas of disturbance that are not covered by new structures or other surfaces will be either planted
with trees, shrubs and groundcover or otherwise seeded with a drought tolerant turf grass. Stormwater
treatment facilities will be planted with code approved plant material. See Planting Plan.
