Land Division Plat Application Process (see next page for a diagram of this process)
1. Applicant Submits a Land Division Plat Application for Pre -Submittal
• The application must conform to the Land Division Plat Pre -Submittal Requirements
Checklist on pages 4-6 of this application packet.
• A pre -submittal meeting to discuss completeness is mandatory, and pre -submittal
meetings are conducted every Tuesday and Friday, from 10:00 am - noon.
• Planning Division staff strives to conduct pre -submittal meetings within five to seven
working days of receiving an application.
2. Applicant and the City Conduct the Pre -Submittal Meeting
• The applicant, owner, and design team are strongly encouraged to attend the pre -
submittal meeting.
• The meeting is held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall's office, and the Planning
Division and is scheduled for 30 to 60 minutes.
• The Planner provides the applicant with a Pre -Submittal Checklist specifying the items
required to make the application complete if it is not already complete, and the
applicant has 180 days submit a complete application to the City.
3. Applicant Submits a Complete Land Division Plat Application
• When the applicant has addressed all items on the Pre -Submittal Checklist and the
City Surveying Section has notified the applicant's surveyor that the plat and other
documents are sufficiently refined, the applicant can submit a complete application to
the City Survey Section located in the NW Quad of City Hall.
• The application must conform to the Land Division Plat Submittal Requirements
Checklist on page 6 of this application packet.
• If the submittal is deemed complete, the City Survey Section will sign -off on the City
Survey approval sheet and send the applicant to the Development & Public Works
Department for application submittal and fee collection.

4. Applicant Records Plat at Lane County & Submits Plat and Documents to City
• After Planning staff checks and signs the mylars, the plat may then be recorded by the
applicant's surveyor at Lane County.
• After plat has been recorded at Lane County, applicant submits five (5) recorded, rolled
paper copies of the plat and three (3) copies of required documents to the
Development & Public Works Department prior to the issuance of building permits.

LAND DIVISION PLAT APPLICATION PROCESS
Applicant submits land division plat application for pre -submittal

City departments review application for completeness and hold pre -submittal meeting to
discuss completeness issues with applicant and applicant's representatives.
Applicant addresses incomplete items. City Surveyor checks application and returns
comments to applicant's surveyor�

City Survey Section signs -off on City Survey approval sheet and sends the applicant to the
Development & Public Works Department for application submittal and fee collection.
Planning staff checks and signs mylars and notifies applicant's surveyor of approval.
Applicant takes plat and accompanying documents to Lane County for recording.
Applicant brings copies of recorded plat and documents to Development & Public Works

Land Division Plat Pre -Submittal Requirements Checklist
NOTE: If you feel an item does not apply, please state the reason why and attach the
explanation to this form.
❑ Application Fee - refer to the Development Code Fee Schedule for the appropriate fee
calculation formula. A copy of the fee schedule is available at the Development & Public
Works Department. Any applicable application, technology, and postage fees, are
collected at the pre -submittal and submittal stages.

❑ Letter Addressing Conditions of Approval - lists and addresses each condition of
approval, detailing the actions taken and current status of each item.
❑ Five (5) Paper Copies of the Plat stamped and signed by the surveyor.
❑ Two (2) Copies of Closure Sheets for the boundary and each lot or parcel and all
common areas, dedicated areas, and easement areas that are not simple parallel offsets.
❑ Two (2) Copies of Title Report or Subdivision Guarantee for the parcel being
divided. The title report must be dated within 30 days of submittal at the time of the final
submittal. An older report is OK at the pre -submittal stage.
❑ Two (2) Copies of Each of the Reference Documents and Plats listed on the plat.
❑ Two (2) Copies of Each of the Supporting Documents - the vesting deed (must vest
title to the owner listed on the plat), existing easement deeds, and documents listed as
exceptions in the title report, etc.
❑ Two (2) Draft Copies of any street dedications.
❑ Two (2) Draft Copies of Any New Easements or Restrictions being created by
separate document, improvement agreements, maintenance agreements, joint use
ingress/egress and utility easements, sewer hook up in lieu of assessment, and any other
documents that will be recorded together with the plat or that are required by the
Conditions of Approval.
❑ Two (2) Copies of a Consent Statement (Concurrence) on the plat (to be signed by
the lender prior to final approval) OR Two (2) Copies of an Affidavit of Consent by
separate document is required from all Trust Deed, mortgage, or other secured loan
interest holders against the property to be recorded simultaneously with the plat IF any
public dedications or easements are being made and/or any other interests are being
transferred to the public per ORS 92.075 (2-4).

NOTE: When, as part of the approval process, the application has been conditioned so that the
recordation of a document is required, the applicant shall be responsible for paying the Lane
County recording fee for any such required document. Documents which may require
recordation include, but are not limited to: Development Agreements; Improvement
Agreements; Deed Restrictions; Future Development Plans; Easements; Joint Use Access/
Maintenance Agreements; and Dedications of Right -of -Way.

SUMMARY OF CONDITIONS OF APPROVAL:
1. Prior to approval of the Final Subdivision Plat, the frontage and area dimensions for Lots 5-11 shall
be adjusted to meet the requirements of SDC 3.2-215 for lots with frontage on a north -south street.
Alternatively, prior to approval of the Final Subdivision Plat, the applicant shall obtain approval for
a Type II Minor Variance to the frontage and area dimensions for Lots 5-I1 to allow for the lotting
pattern depicted on the tentative subdivision plan.
Response: A Variance has been submitted for a reduction in lot frontage.
2. The developer shall construct full street improvements for Kalmia Street and South 43rd Place, as
generally depicted on the tentative subdivision plan, using the City of Springfield Public
Improvement Permit (PIP) process.
Response: PIP plans have been submitted.
3. The PIP plans for the subdivision shall include a plan sheet showing the placement of street (fees
along the public street frontages of Tract A and Lots 1 — 11.
Response: PIP plans have been submitted.
4. Prior to initiation of any construction activities along the Jasper Road frontage of the property, the
applicant shall obtain a facility permit from Lane County as may be required for work within the
Jasper Road right-of-way and provide evidence thereof to the City.
Response: PIP plans have been submitted to the county for a facility permit.
5. Prior to approval of the Final Subdivision Plat the applicant shall provide for decommissioning of the
septic tanks and drain fields within the development area and provide evidence thereof to the City. Any
portions of the septic drain fields within the projected Kahnia Street right-of-way shall be removed and
replaced with suitable fill material.
Response: All septic facilities will be removed during the construction of the PIP plans.
6. The applicant shall design and construct the public sanitary sewer system serving the subdivision arca
using the City's PIP process.
Response: PIP plans have been submitted.
7. Prior to approval of the Final Subdivision Plat, (he applicant shall provide an expanded drainage report
satisfactory to the City that includes the soil types, surface types, mid revised curve number calculations
for the entire drainage basin area. Any revisions to the stormwater facility configuration and
dimensions on Tract A shall be addressed in the PIP plans for the subdivision.
Response: The drainage study has been submitted.
8. Prior to approval of the Final Subdivision Plat, the applicant shall prepare and submit a detailed drawing
for the infiltration pond facility on Tract A. The drawing shall meet the requirements of the Eugene
Stormwater Management Manual for design and configuration, including the provision of inlet and
outlet locations, outfall apron, forebay, and associated dimensions.
Response: PIP plans have been submitted with the infiltration pond facility.
9. The stormwater facility improvements installed to serve the subdivision area shall be designed and
constructed using the City's PIP process.
Response: PIP plans have been submitted with the infiltration pond facility.
10. Prior to approval of the Final Subdivision Plat, the applicant shall prepare and submit a detailed
vegetation plan for the infiltration pond that is satisfactory to the City. The vegetation plan shall meet
the requirements of Section 3.02 of the City's EDSPM and the City of Eugene Stormwater Management
Manual.
Response: PIP plans have been submitted with the infiltration pond facility.
11. To ensure a fully functioning water quality system and meet objectives of Springfield's MS4 permit,
the Springfield Development Code, and the EDSPM, the infiltration pond area shall be fully vegetated
with all vegetation species established prior to approval of the Final Subdivision Plat. Alternatively, if
this condition cannot be met, the applicant shall provide and maintain additional interim erosion
control/water quality measures acceptable to the City that will suffice until such time as the infiltration
pond vegetation becomes fully established. The infiltration pond area shall be protected dtuing
construction of the subdivision, and if any damage is incurred it shall be promptly repaired before
occupancy of any home is granted.
Response: PIP plans have been submitted with the infiltration pond facility. The applicant shall
maintain the stormwater facility until the vegetation is established.
12. The applicant shall maintain the vegetation in the stormwater treatment areas for the 2 -year warranty
period after acceptance of the PIP.
Response: The applicant will maintain the vegetation in the stormwater treatment areas for the
2 -year warranty period.
13. Concurrent with platting of the subdivision, the applicant shall provide for transfer of the Tract A area
to City ownership.
Response: The applicant will dedicate Tract A as a part of the plat process.
14. The applicant shall provide for the installation of all utility lines and associated infrastructure as part of
the City's PIP process.
Response: PIP plans have been submitted for review of this condition.
15. The applicant shall provide for the installation of all required utilities in the public right-of-way or
within suitable easements and coordinate the placement of utilities with the affected utility providers to
prevent conflicts with public and private subdivision features including but not limited to driveways,
sidewalks, curb ramps, and street trees.
Response: PIP plans have been submitted for review of this condition.
16. To meet ininimum separation requirements for installed utilities, the applicant will be responsible for
ensuring that buildings and structures are not placed within 10 feet of vaults and junction boxes and
relocating utilities that are found to be in conflict with new or proposed driveway locations within the
subdivision area, to the satisfaction of the City and the affected utility provider.
Response: PIP plans have been submitted for review of this condition.
17. Prior to approval of the Final Subdivision Plat, the applicant shall provide for the removal of existing
overhead lines and replacement with underground electrical and telecommunication lines to serve the
houses on Lots 1 and 3.
Response: PIP plans have been submitted for review of this condition to SUB Electric. SUB Electric
will coordinate the relocation of the power poles.
18. The PIP plans for the subdivision shall provide for installation of "No Parking — Fire Lane" signage
along both sides of South 43" Place, and on one side of Kalmia Street west of the intersection with
South 43rd Place.
Response: PIP plans have been submitted for review of this condition.
19. Prior to issuance of any Building Permits for lots within the subdivision area, the applicant shall
demonstrate compliance with the solar setback requirements of SDC 3.2-225.
Response: This will be reviewed at the time of building permit.
20. The construedon plans for the subdivision shall include groundwater protection construction notes as
outlined in Finding 69 of the staff report and decision on the subdivision, Case 811-21.000003-TYP2.
Response: The notes have been shown on sheet 1 of the PIP plans.
21. Prior to approval of the Final Subdivision Plat, the applicant shall provide for removal of the driveway
approaches onto Jasper Road and replacement with vertical face curb, gutter and sidewalk. The
driveways serving the existing hones and the temporary construction access can remain open during
subdivision construction but shall be removed at the conclusion of the PLP.
Response: PIP plans have been submitted for review of this condition.
22. Requests for second or overwidth driveways shall demonstrate to the satisfaction of the City that there
are no conflicts with street lights, street trees, and utility infrastructure.
Response: Any second or overwidth driveways will be submitted for review.
