On behalf of UPRR, CDM Smith is providing this narrative to accompany the Floodplain Overlay District Development submittal. The bridge is located along the Brooklyn Subdivision of UPRR in Springfield, Oregon. More specifically the bridge crosses the Willamette River just southeast of the intersection of Main and South A Street and Franklin Boulevard at 444 2'3424" North, 123° 1'34.00" West. The bridge serves UPRR's single mainline track running generally in a southwesterly -northeasterly direction within a FEMA -designated Zone AE regulatory floodplain and floodway With published base flood elevations subject to inundation during a 100 -year flood event. No activities are being proposed within the floodway boundaries to any of the steel truss bride abutments or piers that span the main channel of the Willamette River. Proposed improvements to the wooden trestle deck section of the bridge are in the floodplain only and outside of the floodway, and include proposed fill, culverts, and bridge pier modifications to replace portions of the existing bridge. The project is imperative due to the condition of the bridge structure at the site. The area in the immediate vicinity of Bridge 620.78 is shown on the Flood Insurance Rate Map for Lane County, OR and Incorporated Areas [Community -Panel Number 41O39C1142F, effective date June 2, 1999; with revision upstream of the bridge in a 2009 Letter of Map Revision]. The UPRR bridge is bounded by cross-sections AN and AO of the Flood Insurance Study [FIS; FEMA, 1999]. Downstream of the structure are two span bridges serving vehicular traffic on Main and South A Street. CDM Smith and UPRR also understand that preliminary floodplain mapping revisions have been undertaken for the site by FEMA but are not yet adopted. The following information is provided as part of this letter to complete the Floodplain Overlay District Development Submittal Requirements Checklist, noting that UPRR and CDM Smith have been working with the City collaboratively on this project and the City has recently requested submittal of the Floodplain Overlay District Development application: WATER + ENVIRONMENT + TRANSPORTATION + ENERGY + FACILITIES City of Albany - Planning April 21, 2021 Page 2 1. Application Fee- The application fee will be submitted when the City provides electronic payment information to the applicant. 2. Floodplain Development Application Form- attached. 3. Copy of Deed- attached. 4. Preliminary Title Report- Not appliable. Title company stated it is not required to prepare a Title Report on railroad property. Mr. James Donovan confirmed with City Legal that submission of a copy of the Deed is adequate for the application. S. Narrative- In addition to the information provided in this letter, the proposed bridge structure complies with the Floodplain Overlay District Development Standards as described in SDC 3.3-400. 6. Plot Plan- An electronic copy of the plot plan is included. 7. Certification by an Oregon licensed Engineer- Not applicable. Although the bridge structure is a nonresidential structure, the waterproofing requirements of SDC 3.3-420.13.2 are not applicable for a bridge. The bridge design and proposed methods of construction are in accordance with accepted standards of practice for bridge design and construction. A no - rise certification for the structure and bridge design has also been submitted previously to the City that has been stamped by an Oregon licensed engineer. B. Description of Watercourse Alteration- The watercourse will not be altered or relocated as a result of the bridge replacement; however, fill will be added outside of the watercourse. The following information is provided to complete the narrative: 9. No -rise Certification - Project information was submitted in a Memorandum from CDM Smith to Mr. James Donovan on February 8, 2021. The subject of the memo is: Union Pacific Railroad Company No -Rise Analysis and Certification for Replacement of Bridge 620.78, Brooklyn Subdivision, Springfield Oregon. As part of this work a hydrologic and hydraulic investigation was conducted to determine if the proposed structure meets or exceeds local, state, and federal environmental and floodplain regulations, as well as UPRR's standards for passing the 50- and 100-yearflood events The proposed waterway opening was designed to meet these criteria and withstand expected high flows and prohibit restriction of low flows. 10. Replacement Structure - Bridge 620.78 currently consists of a 51 -span, 1,354 -foot long, multiple segment timber stringer trestle ballast/open deck bridge. The replacement structure consists of prestressed concrete box girders and new pilings, along with fill, and three, four -foot diameter steel smooth pipe [SSP] culverts to maintain a no -rise [0.00 -foot base flood elevation increase] at the site. Best Management Practices (BMPs) - Proper BMPS such as silt fence will be installed and maintained until final site reseeding and site stabilization has been achieved 12. Notifications - An effort will be made to access and perform construction activities within the UPRR right-of-way (ROW). Consent from private landowners shall be obtained prior to preforming any tasks outside of the UPRR ROW. 13. Materials Handling - Following construction, any remaining excavated material will be utilized to maintain existing UPRR access roads. 14.
