Narrative
A. The following standards apply to major and minor alterations as specified in Section 3.3-915B. and
C., within the H Overlay District.
1. Any proposed use shall minimize exterior alteration of the Historic Landmark Site or Structure
and its environment; uses that require substantial exterior alteration shall not be permitted.
The proposed replacement of the historic wooden gutters shall be like for like and will
not alter the structure and its environment.
2. The distinguishing original qualities of the Historic Landmark Site or Structure and its
environment shall not be substantially altered. The removal or alteration of any historic material
or distinctive architectural features is prohibited unless an immediate hazard to public safety
exists.
The wooden gutter replacement shall be like for like and match as closely to the original
design as possible.
3. All Historic Landmark Sites or Structures are recognized as products of their own time. Alterations
which have no historic basis and which seek to create an earlier appearance are prohibited.
No alteration is proposed that has no historic basis or seeks to create an earlier
appearance.
4. Changes that have taken place in the course of time are evidence of the history and development
of a Historic Landmark Site or structure and its environment. Where changes have acquired
significance in their own right, this significance shall be recognized.
No architectural features shall be altered.
5. Distinctive stylistic features and examples of local or period craftsmanship which characterize a
Historic Landmark Site or Structure shall be retained.
The gutter replacement shall be like for like using wooden gutters milled at a saw mill.
6. Deteriorated architectural features shall be repaired rather than replaced. In the event
replacement cannot be avoided, the new material shall match the material being replaced in
composition, design, color, texture and visual qualities. Repair or replacement of missing
architectural features is based on accurate duplicate features, substantiated by historic, physical
or pictorial evidence rather than on conjectural design, or the availability of different architectural
elements from other buildings or structures.
The deteriorated wooden gutters are beyond repair as depicted in the accompanying
pictures. Therefore, the entire gutter system will be replaced with new milled wood
gutters to match the existing.
7. New design for undeveloped Historic Landmark Sites in the Washburn Historic Landmark District
and for alterations and additions to existing Historic Landmark Sites and Structures are permitted
when they complement significant historic, architectural or cultural features and the design is
compatible with the size, scale, color, material and character of the property, neighborhood or
environment.

Page 254, Lane County Oregon Plat Records, in Lane County, Oregon.
ALSO a parcel of land lying in Block 2, PLAN OF SPRINGFIELD, as platted and
recorded in Book A, Page 254, Lane County Oregon Records, situated in Section 35,
Township 17 South, Range 3 West of the Willamette Meridian, and being a portion of
that property conveyed by Deed to the State of Oregon, by and through its Highway
Commission, Recorded January 23, 1953, Reception No. 95151, Lane County Oregon
Records, said parcel being that portion of said property which lies South of a line parallel
with and 190 feet South of the North line of said Block 2, in Lane County, Oregon.
ALSO the fourteen foot wide alley in the forementioned Block 2, PLAN OF
SPRINGFIELD, running North from the North line of "A" Street to the South line of

abandonment of any sewer, water main, gas main, conduit of any kind, pole or thing used
or intended for any public service. The right is hereby reserved for the owner of any such
utility or thing to maintain, continue, repair, reconstruct, renew, replace, rebuild and
enlarge any and all such things. In addition, the City reserves the rights of access over
the above described property for the maintenance of sanitary sewers and storm drainage
facilities existing now or to be constructed in the future."
