Development Issues Meeting Submittal Requirements Checklist
❑ Application Fee - refer to the Development Code Fee Schedule for the appropriate fee
calculation formula. A copy of the fee schedule is available at the Development & Public
Works Department. The applicable application, technology, and postage fees are collected
at the time of complete application submittal.
❑ Development Issues Meeting Application Form
❑ Five (S) Questions - list specific questions the applicant would like staff to answer
during the meeting. So that each question may be fully evaluated, the list is limited to five
questions.
❑ Four (4) Copies of the Proposed Plan - suggested information valuable for staff to
review the proposal is listed below. It is not necessary to include all of these items on
the site or plot plan. However, applicants are encouraged to address as many as possible
given that the level of information that will be derived from the meeting is commensurate
with the level of detail provided in the application.
Applicants are also encouraged to include additional information on the plan as listed in
the Springfield Development Code (SDC) 5.12-120, Land Divisions - Partitions &
Subdivisions - Tentative Plan Submittal Requirements or 5.17-120, Site Plan Review
Submittal Requirements.

Mainstream Housing Incorporated has ownership of a parcel of land at 276 S 42"Street,
Springfield, OR 97478. There is a concept design developed for a permanent housing
project on the site, but this development will not be pursued within the next 2 to 3 years. In
the meantime, to respond to our community's homelessness crisis, Mainstream Housing
would like to place (5) 10x10 Pallet structures on the site with temporary shower, tolleting
and kitchen facilities. A proposal to site the temporary structures on a compacted gravel
base and utilize an existing driveway connection on site is included with these questions.

Our questions to move forward with the temporary housing solution are included below.
We understand that five questions are the maximum:
1. Are there any stormwater requirements for the short-term solution beyond the
owner's desire to make sure the site drains for the temporary use?
2. Can we fence in the site as part of this proposal? We would provide fencing along
the full north, south and east property lines and stop fencing along the west to the
south of the existing driveway cut. We would like to include a pedestrian gate in the
east fence line.
3. What will the city require for temporary parking on-site and can we utilize the
existing driveway on site to access required parking on-site?
4. There are two sanitary lines stubbed to the site. Which should we connect into for
both the short term and the long term?
5. What long term frontage will be preferred for the site? We are proposing access to
the permanent housing from 41 s`.
If staff is willing to review additional questions please see below.
6. Can we take a tap off the existing power pole in SE corner of the site? Should we
direct this question to SUB?
