ISSUE STATEMENT: The appointment of the interim Mayor created a council vacancy that must be filled consistent with the Springfield Charter. ATTACHMENTS: Attachment 1: Candidate Questionnaire DISCUSSION/ FINANCIAL IMPACT: Purpose/Background Information: The purpose of this item is for the Council to approve a process for appointing an interim Councilor. This proposed process is based on two assumptions; that the Council would like to move as efficiently as possible and that public input will occur at the corresponding scheduled Council meetings when the Council will be considering this topic and via written comment. Charter Requirements/Qualifications: The interim Councilor must live in the ward where the vacancy is located, cannot be a City employee or a candidate for more than one elective City office and must disclose any adult felony convictions. Process: The main components of the process are advertisement and recruitment, candidate evaluation, and deliberation and appointment. Advertisement and recruitment includes notifying the greater community about the vacancy and providing a method for candidates to express their interest via a written application. Staff is currently preparing a strategy for public outreach and the draft application reviewed by the Council last Fall is included in as Attachment 1. Candidate evaluation includes using the information in the written application and an in- person interview to determine whether the candidate is qualified to move forward to deliberations. Deliberations and appointment occur at a regular session Council meeting and are subject to public meetings law requirements and Council procedure.
