ITEM TITLE: PURCHASE FIRE AND LIFE SAFETY SCBA EQUIPMENT FOR FISCAL
YEAR 2021
ACTION
REQUESTED:
Approve the purchase and authorize the City Manager to sign a purchase order for
the procurement of SCBA equipment for fiscal year 2021.
ISSUE
STATEMENT:
Springfield Fire and Life Safety seeks to replace self-contained breathing apparatus
(SCBAs) and peripheral equipment which have served their useful life with
consideration to age, utilization, and maintenance costs.

DISCUSSION/
FINANCIAL
IMPACT:
Self-Contained Breathing Apparatus (SCBAs) are used to breathe clean air inside
an Immediately Dangerous to Life or Health (IDLH) environment such as a burning
structure. SCBAs are critical safety equipment for firefighters. The current SCBA
equipment utilized by the department has reached the end of its service life and is
no longer in compliance with current industry standards for specification and
performance. Through a competitive process and evaluation, Eugene Springfield
Fire selected Draeger products for purchase to replace the current inventory of
SCBA equipment. A Sourcewell-Draeger cooperative contract #032620_v2 is being
used to purchase these items. The cooperative contract results in substantial savings
to the City of Springfield.
Springfield Fire and Life Safety is requesting the City of Springfield City Council
approve spending funds not to exceed $572,354.72 for the replacement of SCBA
equipment for the Department. Additional SCBA equipment will be purchased by
the City of Eugene using this cooperative contract, in an amount not to exceed
$1,378,494.28.
The cost of the equipment was negotiated to include the trade-in value of the
current equipment and comes under initial cost projections. The Department
continues to consider safety, longevity, and value in equipment purchases to
maintain industry standards and lower overall costs.
Staff requests Council authorize the purchase and give the City Manager approval
to sign the attached purchase agreement for the replacement of Self-Contained
Breathing Apparatuses.
