ISSUE STATEMENT: City Council is interviewing candidates from the fall 2020 BPAC recruitment and considering them for appointment to the committee. Ten (10) applications were submitted for consideration. There are three (3) current BPAC members whose terms continue into next year. There are six (6) vacancies to fill, if Council wishes to continue aligning this committee with previous discussions about standardizing committees to have nine (9) voting members. Committee positions shall be appointed by the City Council.” Voting members are appointed to three-year terms. None of the current voting members whose terms expire at the end of Dec 2020 re-applied. In addition to voting member positions, there are five (5) liaisons that support communication between different organizations involved in walking and biking. Attachment 1 includes the interview schedule and interview questions. Attachment 2 shows the 2021 BPAC roster and generally where members reside. Appointments are scheduled for the December 7, 2020 regular session. Applicant Signature:Date: I used to be very active within the Eugene cycling community. I have a passion for sustainable forms of transportation. A specific goal I have in mind is getting adequate lighting into the hands of every cyclist, especially the poor and homeless, without creating more litter. I envision providing USB-rechargable lights to the public, as well as establishing public recharging stations for said lights and other devices. I grew up going to school at the Center for Appropriate Transport in Eugene where these values were engrained into my core thought process at an early age. I've been on many rides with Greater Eugene Area Riders (GEARs,) worked for Pedalers Express for a time, and volunteered to valet bike parking at events for many years. My main concerns are safety, sustainability, and providing services to the community as a whole. I have multiple years of experience of holding various positions on my kids' elementary school PTO, including chairperson. I really enjoyed and succeeded at fundraising and organizing school events. But, most importantly, I am a cyclist and want to encourage more people to safely ride their bikes. I have biked in multiple cities around the world and many areas of Oregon. 2. What specific contribution do you hope to make? I hope to increase the number of cyclists locally; rather it be families, commuters or for fitness. By working with local businesses, which would be beneficial to them and to the cyclist or even pedestrian, by creating a reward system to use by not driving that could be redeemed for goods or services. A win-win! I do live outside Springfield city limits and am not knowledgable (yet!) about rules and codes, and such, but would also like to improve the safety of cyclists on roads who commute for work and/or errands. If it's safer, more people would do it. 3. Briefly describe your involvement in relevant community groups and activities. While not specifically bike/pedestrian related, my involvement with Walterville Elementary School PTO would be relevant where I learned how to function in a board type setting. 4. What community topics concern you that relate to this board / commission / committee? Why do you want to become a member? Safety of cyclists on roads and the varied pedestrian crossing signals. I want to become to member because I have been looking for a way to give back to my community and when I saw this posting I was excited because it involves one of my passions, biking! 5. Applicant Signature: Date: Generally speaking, my decade-long experience covering government and education gives me insight and experience with the way boards and committees operate. My personal experiences living in communities that cared deeply about their public spaces have given me a broad base by which to gauge what works and what doesn't work here in Springfield. I've always biked to work where I could, and my family and I spend lots of time traveling around the city by bike and on foot. While I've only lived in Springfield a short time, I did not know this committee existed before seeing the call for applicants. Unfortunately, there are longterm residents who use our trails and bike routes who are also unaware that they have an advisory committee representing their interests to the city. I'd like to try and engage as many stakeholders as possible (businesses, schools, underrepresented groups) and help make sure we're not missing anyone as we update plans and advise the city council. Beyond that, the safety of our cyclists and pedestrians is an absolute priority for me. My involvement in community groups in Springfield has been limited having just moved here, and also having a two-year old daughter. However, this is an early step in changing that. We bought a home in the city with the intention of staying here, and investing in our community. In the past I've volunteered as a youth basketball coach, served on the farmers market board (St. Croix Falls, WI), and volunteered at Community Homestead (non-profit farm increasing quality of life for folks with developmental disabilities). I've also volunteered for Our Community Birth Center here in Lane County. I think Springfield has tremendous opportunity and potential with its public spaces, and I'd like to help lay the foundation for them to grow in the coming decades. Springfield is on its way up, and I want to make sure our non-motorized features are integral in that growth. On a more personal level, safety for our pedestrians and cyclists is a major concern. There have been too many close calls in my short tenure here with my daughter in the bike trailer. We need to keep our citizens safe through smart planning, and this committe can go a long way toward helping our council make informed decisions.
