MDS ensures that such development, however, complies with specific appearance, transportation, safety and efficiency, and stormwater management standards specified in the SDC and otherwise protects the public health, safety and welfare. 1. Applicant Submits a Minimum Development Standards Application to the Development & Public Works Department The application must conform to the Minimum Development Standards Submittal Requirements Checklist on pages 4-5 of this application packet. Planning Division staff screen the submittal at the front counter to determine whether all required items listed in the Minimum Development Standards Submittal Requirements Checklist have been submitted. Applications missing required items will not be accepted for submittal 2. City Staff Conduct Detailed Completeness Check • Planning Division staff conducts a detailed completeness check within 30 days of submittal. • The assigned Planner notifies the applicant in writing regarding the completeness of the application. • An application is not be deemed technically complete until all information necessary to evaluate the proposed development, its impacts, and its compliance with the provisions of the Springfield Development Code and other applicable codes and statutes have been provided. • Incomplete applications, as well as insufficient or unclear data, will delay the application review process and may result in denial. 3. City Staff Review the Application and Issue a Decision • This is a Type I decision and thus is made without public notice and without a public hearing since there are clear and objective approval criteria and/or development standards that do not require the use of discretion. • Decisions address all the applicable approval criteria and/or development standards. • Applications may be approved, approved with conditions, or denied. • The City mails the applicant and any party of standing a copy of the decision, which is effective on the day it is mailed. The decision issued is the final decision of the City and may not be appealed. A copy of the fee schedule is available at the Development & Public Works Department. Any applicable application, technology, and postage fees are collected at the pre -submittal and submittal stages. ❑ Minimum Development Standards Minor Application Form ❑ Copy of the Deed ❑ State or Federal Permits Required - The applicant must demonstrate that an application has been submitted for any required federal or state permit and provide a copy of the application upon request. ❑ Narrative explaining the purpose of the proposed development, the existing use of the property, and any additional information that may have a bearing in determining the action to be taken. The narrative should also explain justification for any proposed MDS exceptions and should also include other activities proposed on the property such as tree removal, grading, fill or excavation. Nicholls, AIA, (530) 613-5580 Narrative: The Applicant requests Minimum Development Standards Minor Review. Applicant submits herewith the materials required for a Type I application procedure as described on the Minimum Development Standards Submittal Requirements Checklist. Purpose of Proposed Development The subject property area equals 30.28 acres, or 12,268 SF. The existing single -story building equals approximately 2,745 SF floor area and is currently used for business, Group B Professional Services: Dental Clinic. No change to existing use of Group B Professional Services: Dental Clinic proposed. The Applicant proposes an approximate 1,16OSF building addition on the Northern and Western ends of the existing building. Proposed alterations also include site work to reconfigure parking and landscape areas, stormwater treatment upgrades, accessibility upgrades for vehicle and 300 / Eugene, Oregon/97401 /p 541.344.9157 /gma arch.com /@gmaarchitects pedestrian access, upgrades to the building exterior for access, exterior remodel, and interior remodel. The proposed development remains compliant for the Neighborhood Commercial zone criteria set forth in the Springfield Development Code. The trash receptacle and short-term bicycle parking are existing to remain. One new long-term bicycle parking space will be provided on the interior of the building and does not require stairs to access, protected from precipitation, and includes lighting per SDC 4.6-145/150. To comply with motor vehicle parking requirements, the Applicant proposes to utilize 36 feet of the ±95 feet of available on -street parking area to meet the minimum number of motor vehicle spaces required per SDC 4.6-125. See also MDS -1 for additional information. In addition to the proposed building area increase, the Applicant proposes a building height of approx. 18'-0" maximum above adjacent finish grade at select areas of the new building structure. Per SDC 3.2-315, this complies with the maximum building height of 20'-0" above adjacent finish grade. See also MDS -1 for additional SDC criteria met by the proposed development. The applicant proposes to remove and replace (1) street tree per SDC 4.2-140 and plant (1) new street tree per SDC 4.2-140. Per SDC 4.2-140 exception: in order to meet street tree requirements where there is no planter strip and street trees cannot be planted within the public right-of-way, trees shall be planted in the required front yard or street side yard setback of private property as specified in the applicable zoning district. The applicant proposes to implement a ±42 SF stormwater planter complying with the City of Eugene Stormwater Management Manual to address the additional impervious area proposed.
