Proposed Use: Dear Mr. Long: Office Space At your request, the Community Services Division/Building Safety conducted an inspection of ine building at the above address. The purpose of the inspection was to determine the suitability of the building for the proposed use as indicated. Based on the proposed occupancy, the existing conditions which are mentioned below do not meet the minimum Building Safety Code requirements. Corrective measures must be taken prior to occupancy to install, repair, replace or modify the follorving items in order for the building to conform to applicable safety codes: Structural All stairs having three or more risers shall be provided with handrails on at least one side. Handrails shall be placed not less than 30r' nor more than 38" above the line of nosings of the treads and shall be continuous the full length of the stairs. The ends of the handrail shall return to a newel post or rvall. Open stair railings shall have intermediate rails not greater than 4" apart. The handgrip portion of the rail shall not be more than 2 5/8" in cross-section or the shape shall provide an equivalent gripping surface. A minimum clearance of not less than L Llz" shall be provided betrveen the handrail and the wall. 1 Ken Long Occupancy Inspection Page 2 The rise of every step in a stairway shall not be less than 4" nor greater than 7". The run (depth) of each step shall not be less than 11" (measured horizontally between the projection of the step nosings) with the exception of winding, circular and spiral stairs. Plumbing 3. Toilets in public restrooms shall be provided with open front toilet seats. 4. All unused plumbing connections shall be properly plugged or capped. Its purpose is to identify problem areas, and to provide an engineering evaluation of them. This report is not a guarantee of the building or of its parts, nor is it intended for the purpose of establishing value, or as an opinion as to the advisability of purchase. Any cost evaluations given are general in nature, and the client should consult appropriately licensed contractors for actual bids. Branch Engineering does not probe or deface any finished surfaces in or on the building. Underground utilities were not accessible for inspection. Appliances found in the structure may be checked for operation, but are not identified or tested. Chimneys are inspected for obvious signs of distress, but we recommend that a chimney service be called for a thorough inspection and cleaning. If you have any question concerning this report, please feel free to call our office. This report is intended for the sole use of the above named client. SITE CONDITIONS The structure is located in an area of commercial building adjacent to the historic Springfield Depot. The site soils have low-to-moderate clay content, with good permeability and moderate shrink-swell potential, identified in the I-ane County Soil Survey as Malabon Urban Land Complex. The site abuts the springfield millracb. The bank appears stable and does not exhibit signs of recent erosion. TtrANSPOtrTATION CIVIL SURVEYING 1 1 FOUNDATIONS The house is founded on concrete footings and stem walls, constructed of concrete block on the lower floors. CONCRETE SLABS AND FLATWORK All floors in the building are composed of concrete, with slab-on-grade construction on the ground floor levels, and a precast concrete deck with topping slab above. The exterior access is provided by concrete sidewalks. All concrete flatwork is in good to fair condition, with no repairs indicated. BUILDING STRUCTURE The walls are comprised of concrete block and wood framing. The concrete block is in good condition with no significant cracks or signs of distress, with the exception of a short, independent wall on the west end, which is not tied to any lateral support structure, and which has a noticeable lean. This is not easily repaired without removal and replacement. The second floor system is resting on a corbelled section of the block, which is too narrow for adequate bearing. These areas have been reinforced with a wood ledger, which has been bolted to the existing block wall. We recommend an engineering analysis be made of this, with respect to earthquake loads. ROOF 1. This was inspected by River Roohng. BUILDING EXTERIOR FINISHES 1 1 2 1 The concrete block was painted with a block-filling paint, and does not exhibit signs of water damage. Exposed wood elements have not been painted recently, and would need this in the next several years as part of a routine maintenance program. 1 BUILDING INTERIOR FIMSHES The downstairs area was used for a retail store and small warehouseishop facility. The retail areas were recently repainted, while the shop still shows the signs of many past uses. Light partition walls and ceilings have been installed in the past, and they may be removed without affecting the building structure. 2 The second floor area (apartment unit) is in average-to-good condition with no repairs indicated. MECHAMCAL The building heating and plumbing systems were not inspected. They were reported to be in good working order. 1 ACCESSIBILITY 1. This does not need to be addressed for the apartment, if it is not to contain activities of the public entity. There is, however, adequate fire separation for the lower floor to be used as storage or shop facilities by Willamalane. If this occurs, the restroom andinterior steps would not be in compliance with ADA requirements, and the entry doorsto the retail portion of the ground floor would require substantial revisions.
