from the engineer of record that if
the pipe fails or becomes damaged,
the replacement pipe would be
relocated to meet the current code
requirements at that time. We also
need a written process ofhow the
pipe will be monitored to determine
that the pipe continues to function al
designed.

Dear John:
I want to thank you, the Springfield fire department and the Springfield planning department for taking the
time to meet with us today. This letter is prepared as a compliment to the letter dated B November 2004.
It is clear after today's meeting that the anticipated use of the building for this weekend's cage fighting
event falls under an A-4 occupancy type rather than A-3 as initialty discussed. I have reviewed the 2004
Oregon Structural Specialty Code (2004 OSSC) for an A-4 occupancy use in the current building. Again,
this building is constructed as a Type ll-8, sprinkled buifding and has a minimum of 60-foot yards
sunounding the building. According to paragraph 507,2, this building is not restricted in area and there is
no place in the cunent code that directly restrlcts the number of occupants. Restrictions to the occupant
load come from the number and locatiorr of exits and with the number of plumbing fixtures.
Tho most important factor for this building is that it meets the fire and life safety codes. At this point in
time, it is diffioult to determine what the 'het" area would be for the s*ating, however using al :15 gross
load factor as the melhod of cahulating occupants is consistent with table 1004.1.2; therefore the
occupant lsad of the building is calculated as follorarc:

The secondary issue retated to events atthe Regional Sports Complex is sanitation (the number of
plumbing fixtures). The number of plumbing fixtures required, and therefore provided, was negotiated at
the time of the building permit submission. However, using the plumbing fixture calculations as listed in
Table 2902.'l for A4 occupancy and the amount of fixtures provided, the given number of occupants is as

Based on the building area, its construction type and use intended, we understand the Regional Sports
Complex is in compliance with the 2004 OSSC for A-4 ocsupancy with the exception of restrooms. For
this single event we would like the posted occupancy to be 2500 with the understanding that portable
toilets will be installed to make up the difference between the toilets installed and the amount required by
the building code. Following this event we would like the posted occupancy to be 910 occupants as
identified in the I November letter, with the understanding that although the building meets the fire and
life safety code for a larger nurnber of occupants the limiting factor is the number of plumbing fixtures as
listed in Chapter 29. When the future building additions are constructed we plan to add additional
plumbing flxtures for the additional building occupant load.
