In conjunction vith the constructi'on of the netropolitan vastevater treatm
pi..i ."a subsequent improvements to Springfield's sanitary sever systems'
City must also ";;;; ""lt"ln repairs to be-made to private sanitary sever

1) Many defects exist in the private sever system vhich allov storm'iater to
enter the sani tary sever. es a ieiult, mi.I]i-ons of gailons of 'water that should
not be entering the sanitary sever must be treated ai a great expense to the
users of this facilitY'
2) Many of the problems that exist in the private sanitary Sever'system are
real or potentl"i-f,""fth hazards. Broken sever laterals not only allov storm
vater to enter the sanitary sever, ;;i ih"y also a1lov rav sevage- to escape into
the ground. r, "iaiii"rl-"t"ritv-."""r or drain vents may also arlov toxic or
expl6sive sever gases to enter into building'
Recently, several segments of the City's sanitary sever-system vere smoke tested
to locate potential problem areas. Ti:e tests on specific segments of the City's
sever system, "iro-.Lu"a]ed thai the private sanitiry sever and/or plumbing
drainage system serving youf-ptop"ity'contains defects' The defect(s) are
listed in the attachment. pf"a"!-noie that, depending.on the type of.defect' it'
is not alvays possible to speciit;lr;-exact'defect or its exact location' For
example, ,hereas-irof." testing ,""V t"r". indicated a leak in the sever lateral'
there may be "",r"i"i causes tot--ti," leak. There may also be-several defects in
the same sever Line. In these cases, although ve vill be able to suggest a
probable cause and location, "nJ-ott"t as *uIh other information as ve have
available, it vill be up to you (or a contractor hired by you) to locate and
correct the deficieneies.

DESCRIPTION OF DEPECT: During the smoke testing of the sanitarlr sewer
system, ground smoke appeared around the roofeves of the house and the
attic area, which would indicate that the plumbing vents do no extend
through the roof and terminate to the exterior.
