There are t\ro primary reasons for this action: 1) Manl'defectS ei:iSt in the private Se!:er system vhich allov storm'u''ater to enter the sanitary se'*er. es a iesult. milIi-ons of gallons of vater that should not be entering the sanitary sever must be treated at a gl:eat expense to the u-cers of this facilit;,'. 2) Many of the problems that exist in the private sanitary sever system are i".f or'potentlai-i,ea:-th hazards.
