Project No. 20-234 The site is composed of one tax lot (TM 17-02-19-00, TL 03300) that is approximately 50 acres and owned by the City of Eugene. Eugene Water and Electric Board (EWER) is working together with the City of Eugene to add improvements to this site. The site is developed with an existing disinfection building and under - construction Lab and Backup Services building (addressed as 3957 Hayden Bridge Road) for on-site water filtration and treatment. The scope of the new development mainly involves parking lot improvements surrounding the existing Disinfection building and the under -construction Lab and Backup Services building. The developed site consists of concrete sidewalks and planters abutting the under -construction Lab and Backup services building on its northern and eastern sides. The remainder of the site is developed with other pre-existing water filtration systems, to support the overall function of the Hayden Bridge Filtration Plant. The proposal is to primarily to improve the parking lot surrounding the developed buildings and treating the stormwater runoff generated by the new impervious area added from the new additions. The stormwater runoff generated will be directed to the existing swale located to the east of the existing buildings. The swale will have filtration capabilities with the vegetation that will provide water quality treatment before entering an existing pond located downstream on the site. The proposed developments will not impact any of the items listed in the SDC 5.17-125, therefore it is not required to be in compliance with the listed codes. The existing building and the under -construction Lab and Backup Services building will not be removed and will not be affected by the proposed improvements. The drive area to the north of the Lab and Backup Services building will be restriped and wheel stops will be added to the existing parking spaces. There will also be new striping added to the west of the Lab and Backup Services building.
