The Departnent shall inspect the construction Lo detemina if ltconplies with the rules contained in this divisj.on. If the construcllon de3 conply ulth suchrules, the Department shall. issue a certificate of satisfactory completion to the-p;rnitiholder.If the construction does not conply with such rules, the Depariment-shall. notify t-he peririthol'der and shalI require satisfactory completion befor€ isaulng tho certificat;.
