partition of property located at 1015 South 28th Street, vlthin Springfield's Urban

1. The plan submitted shovs a proposal to partition a lot of
approximately 29 acres into three parcels. The Springfield
Development Code limits the division of land zoned and designated
Medium Density Residential/Urban Fringe 10 to 10 acres. Therefore,
your property can be divided into only tvo parcels. You can
determine the size you need for each parcel.
The rear parcel vould need to have a panhandle drivevay along the
south property line to comply vith the requirement that each parcel
must have direct access to a public street. llhile the minimum vidth
of a single panhandle is 20 feet, staff vi1l require 25 feet in this
case to allov for the possible dedication of a public street in the
future. A deed restriction may be required to guarantee that the
future ovner of the property vilI agree to dedicate the
right-of-vay.
Lane County may require the deriication of additional right-of-vay
along the frontage of South 28th Street. The City vill require an
Improvement Agreement for future improvements to South 28th Street.
Staff may require an open-space easement
prevent development in that area.

5 Springfield Utility Board comments: It is important to note that
since this area is outside the City limits, none of the parcels
created vitl be able to be served by SUB lJater Department until the
property is annexed or permission is granted through the Boundary
Commission process. If it is anticipated that the property vill
vant to have vater service from SUB, please contact Chuck Davis at
7 46-845t.
Since both proposed parcels viII be 10 acres or morer Do Future
Development PIan vill be required.
Septic approval from Lane County vill be required prior to Final
Approval of the partition.
ACTION
No formal action vas taken, this meeting vas held to provide the applicant vith
information prior to submitting a formal Partition applicatlon. The application fee
ls $200.00. The ltems discussed may not include aII lssues vhich may be revleved as
part of the actual application.
