It is my understanding that Mr. Ewing is proposing to use one of the buildings on the property for
commercial office use. I am unsure what the history is behind this property, and suspect that one of the
existing buildings was an illegal residential use previously if both were used as dwellings.
With regard to his proposed change of use, it is our policy that he employ a Licensed Professional Code
Consultant to perform an inspection and assessment of the existing building for its suitability for the
proposed office use. This Code review will address issues regarding accessibility, structural integrety,
plumbing and sanitation, electrical safety, and mechanical systems within the building. The Code
Consultant shall write a comprehensive report of their findings in appropriate form for submittal to this
office. We will then determine which items require permits and inspections by our Division to bring the
building into compliance with applicable Code provisions for the intended use.
Items that typically result from a Code review of this nature are as follows:
- We begin with accessibility issues starting with a HC parking space, and an approved access route from
the parking space to the building. We need a detailed site plan with grade information to determine
compliance for the accessible route.
- A ramp will need to be constructed, having a slope no greater than 1 in 12, with appropriate landings top
and bottom, and handrails and guardrails as required due to change in grade from parking level to entry
level.
- One unisex toilet is acceptable for up to a maximum of 1O occupants. The bathroom will need to be
assessed for accessibility, fitted with a privacy latch with OCCUPIED indicator, retrofitted as may be
required to comply with interior finish requirements for sanitation, have an elongated toilet bowl with an
open front seat for sanitation, etc.
- The Code review shall address setback and firewall considerations due to proximity of the proposed
office to property lines and to the existing residence.
- Electrical safety of the existing electrical systems shall be inspected.
- Mechanical or natural ventilation shall be provided to comply with outdoor air ventilation requirements.
These are just typical items I know will require review. There may be others I have not thought of, so this
is not intended to be a complete list of applicable items. That is for the Code Consultant to determine.
