Applicant Submits a Final Site Plan Review Application to the Development Services Department The application must conform to the Fina/ Site Plan Review Submittal Requirements Checklist on page 4 of this application packet. Planning Division staff screen the submittal at the front counter to determine whether all required items listed in the Final Site Plan Review Submittal Requirements Checklist have been submitted. Applications missing required items will not be accepted for submittal 2. City Staff Conduct Detailed Completeness Check • Planning Division staff conducts a detailed completeness check within 30 days of submittal. • The assigned Planner notifies the applicant in writing regarding the completeness of the application. • An application is not be deemed technically complete until all information necessary to evaluate the proposed development, its impacts, and its compliance with the provisions of the Springfield Development Code and other applicable codes and statutes have been provided. • Incomplete applications, as well as insufficient or unclear data, will delay the application review process and may result in denial. 3. City Staff Review the Application & Issues Final Approval • This is a Type I decision and thus is made without public notice and without a public hearing since there are clear and objective approval criteria and/or development standards that do not require the use of discretion. • Decisions address all the applicable approval criteria and/or development standards. • Applications may be approved, approved with conditions, or denied. • The City mails the applicant and any party of standing a copy of the decision, which is effective on the day it is mailed. • The decision issued is the final decision of the City and may not be appealed. 4. A STREET DRAINAGE STUDY May 12, 2020 SITE CHARACTERISTICS The subject properly is identified on County Assessor's Maps as 17-02-34-32 Tax Lot 201. It is located on the north side of A Street 250' east of 580 St. The site is vacant. EXISTING HYDROLOGY The site drains to the west then into an existing public storm drain pipe. PROPOSED HYDROLOGY The proposed drainage system for the site will consist of piping the proposed drainage to a proposed infiltration pond on the west side of the site. The pond was sized using the TR -55 unit hydrograph storage indication method. The proposed infiltration pond has an overflow outlet at elevation 511.50. The proposed outlet will drain into an existing storm drain stub to the south in A Street. The total existing flow from the site is 0.14 c.f.s. The total proposed flow from the infiltration pond will be reduced to 0.01 c.f.s. The slormwaler in the pond below elevation 511.50 will infiltrate into the soil. Two lest holes were dug on site and an infiltration rale of 2" per hour was observed. Attached are the following: 1. Pre -Development 10 -year flow (TR -55) 2.
