Final Site Plan Review Application Process
1. Applicant Submits a Final Site Plan Review Application to the Development Services
Department
The application must conform to the Final Site Plan Review Submittal Requirements
Checklist on page 4 of this application packet.
Planning Division staff screen the submittal at the front counter to determine
whether all required items listed in the Final Site Plan Review Submittal
Requirements Checklist have been submitted.
Applications missing required items will not be accepted for submittal.
2. City Staff Conduct Detailed Completeness Check
• Planning Division staff conducts a detailed completeness check within 30 days of
submittal.
The assigned Planner notifies the applicant in writing regarding the completeness of
the application.
• An application is not be deemed technically complete until all information necessary
to evaluate the proposed development, its impacts, and its compliance with the
provisions of the Springfield Development Code and other applicable codes and
statutes have been provided.
Incomplete applications, as well as insufficient or unclear data, will delay the
application review process and may result in denial.
3. City Staff Review the Application & Issues Final Approval
• This is a Type I decision and thus is made without public notice and without a public
hearing since there are clear and objective approval criteria and/or development
standards that do not require the use of discretion.
Decisions address all the applicable approval criteria and/or development standards.
• Applications may be approved, approved with conditions, or denied.
• The City mails the applicant and any party of standing a copy of the decision, which
is effective on the day it is mailed.
• The decision issued is the final decision of the City and may not be appealed.
4. City Drafts a Development Agreement
Applicant and City sign Development Agreement
Final Site Plan and Development Agreement become null and void if construction
has not begun within two years of signing the Development Agreement.
S. City Conducts Final Site Inspection
City authorizes provision of public facilities and services and issues Certificate of
Occupancy

Response to Conditions of Approval
Dear Andy,
In response to the Tentative Site Plan Review Staff Report and Decision, issued on July 2, 2020 the
following responses to the decision's conditions of approval are hereby submitted for your consideration
and approval. The complete submittal consists of a Final Site Plan Review application, the application
fee, this set of responses, and the Final Plans. We believe we meet all conditions of the decision.
Conditions of Approval
There were 5 Conditions of Approval for the Site Plan Review. The Conditions are in italics. The
applicant's responses are in plain text.
Condition of Approval #1: The Final Site Plan shall provide fora Knox padlock for all manually operated
gates serving the access driveway and reservoir tank compound.
Applicant Response: A Knox padlock will be added to the manually operated gate at the driveway
entrance to the site.
Condition of Approval #2: The applicant shall execute and record a 20 -foot wide access easement and
parallel 15 -foot wide slope easement across the subject site and/or adjoining Tax Lot 302 and provide
evidence thereof to the City. The access easement shall extend from the edge of right-of-way for Jessica
Drive to the eastern property boundary and shall be for the use and benefit of adjacent Tax Lots 401 and
3100 to the east.
Applicant Response: The applicant has executed and recorded a 20 -foot wide access easement and
parallel 15 -foot wide slope easement across the subject site. A record of the easement has been filed
with Lane County Deeds and Records. See attached Exhibit.
Condition of Approval #3: Prior to approval of the Final Site Plan, the applicant shall obtain a Hillside
Development Permit for the project as initiated by Case 811-19-000207-TYP2.
Applicant Response: The Hillside Development Permit has been approved prior to this Final
Site Plan Review application.
Condition of Approval #4: The Final Site Plan shall provide for paving of the access
driveway from the edge of pavement on South 66" Place to a paint at least 18 feet into
the subject property as measured from the edge of South 66th Place right-of-way.
Applicant Response: The first 18 feet of the gravel driveway that serves the water
reservoir site on Tax Lot 100 will be paved during the construction phase of the project.

Condition of Approval #5: Prior to issuance of any City permits for initiation of construction, and prior to
initiating any tree removal activity on the site, the applicant shall obtain approval for a Tree Felling Permit
as initiated by Case 811-20-000100-TYP2.
Applicant Response: A Tree Felling Permit has been approved prior to this Final Site Plan Review
application.
This concludes the list of conditions contained in the Tentative Site Plan Review and the applicant's
