Accessory Dwelling Unit Application Process
1. Applicant Submits an Accessory Dwelling Unit Application to the Development
Services Department
The application must conform to the Accessory Dwelling Unit Submittal
Requirements Checklist on page 4 of this application packet.
Planning Division staff screen the submittal at the front counter to determine
whether all required items listed in the Accessory Dwelling Unit Submittal
Requirements Checklist have been submitted.
Applications missing required items will not be accepted for submittal
2. City Staff Conduct Detailed Completeness Check
Planning Division staff conducts a detailed completeness check within 30 days of
submittal.
The assigned Planner notifies the applicant in writing regarding the completeness of
the application.
An application is not be deemed technically complete until all information necessary
to evaluate the proposed development, its impacts, and its compliance with the
provisions of the Springfield Development Code and other applicable codes and
statutes have been provided.
Incomplete applications, as well as insufficient or unclear data, will delay the
application review process and may result in denial.
3. City Staff Review the Application and Issue a Decision
• This is a Type I decision and thus is made without public notice and without a public
hearing since there are clear and objective approval criteria and/or development
standards that do not require the use of discretion.
• Decisions address all the applicable approval criteria and/or development standards.
• Applications may be approved, approved with conditions, or denied.
• The City mails the applicant and property owner the decision, which is effective on
the day it is mailed.
• The decision issued is the final decision of the City and may not be appealed.

Accessory Dwelling Unit narrative.
The purpose of the ADU or Accessory Dwelling Unit is to provide a home for my
sister and her family. As the house sits, it has a primary house of 868 feet of living
space. I understand that a ADU must have no more that 800ft of living space so we are
also applying for a minor variance. What we are proposing is to build a new primary
house and make the old primary the ADU. For further purpose the call the ADU the old
primary. In order to do this we would have to remove one tree to make room for the
new primary. It will have a driveway going to the front door for 2 cars to park and one
parking space that already exists for the old primary or (ADU), there is also on street
parking as well. Each house will have there own entrance, electricity and Storm water
drain but will share the sewer. The new primary and the ADU will both have the same
visual appearance. Both houses will be painted the same color and will have the same
trims around the window and doors. We will plant similar plants around the houses to
help make the houses look similar to each other. The entrance of the houses will both
be facing the street however, the new primary will be pushed back further from the
street then the ADU. All roofing materials will be the same as the neighboring houses
and will not have any reflective material. The new primary will also not have any
balcony. The ADU will not exceed the height of the new primary because the new
primary will be a 2 story building.
