The Applicant is pursing the idea of redeveloping two tax lots (17-03-35-23, Lots 13000 and 13100) for a new multi -unit housing development, building upon the successful reinvigoration of downtown Springfield and bringing needed additional housing to the community. The development site currently consists of (1) single family house and an undeveloped lot. The site is zoned Medium Density Residential (MDR), and is surrounded by MDR lots on all sides. Included with this application is a preliminary code analysis and (4) conceptual level site diagrams being considered. We request a meeting with City staff to discuss the following questions: 1. Vehicle Parkino: The attached concepts all assume vehicle parking access of the alley to the north of the site, with most allowing for back up travel into the alley. Is back up travel into the alley acceptable? Are landscape requirements around parking areas applicable to small lot parking areas directly off an alley 2. Accessory Structures: Are garbage/recycling shelters considered an accessory structure, which allows for a 3 foot setback from property lines? Do above ground utilities (electrical transformers, etc.) fall in this category for setbacks? 3. Utilities: Is there information the City can provide regarding existing utilities the serving the site, and whether those utilities are sufficient to serve the proposed development? 4. Trash/Recycling: Are there standards or requirements for the amount of space required for multi - housing? 5. Roofs: For multi -unit housing, the development code calls for "gable, hip, or gambrel forms...... Would shed form roofs be allowable, or does this require a variance? 6. Stormwater Pretreatment: Could you confirm requirements around stormwater pretreatment? Is vegetative pretreatment required or are mechanical methods allowed?
