Lewis Staff Phone No: 541-726-3729 Estimated Time: Consent Calendar S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Provide Financially Responsible and Innovative Government Services ITEM TITLE: C2091 INMATE FOOD SERVICES AMENDMENT 2 ACTION REQUESTED: Authorize the City Manager to sign the second amendment to intergovernmental agreement (IGA) C2091 with Washington State Department of Corrections, Correctional Industries. ISSUE STATEMENT: The current agreement with Washington State Department of Corrections, Correctional Industries ends June 30, 2020. Springfield Police Department proposes an extension of the agreement through June 30, 2021. ATTACHMENTS: Attachment 1 – C2091 Amendment 2 DISCUSSION/ FINANCIAL IMPACT: The Washington State Department of Corrections, Correctional Industries provides Springfield Municipal Jail with premade meals that are served to inmates. The proposed amendment extends the agreement’s term through June 30, 2021 and includes a modest cost increase. The cost of daily meals consisting of breakfast, lunch, dinner, a roll, dessert, and condiments increased $.06, from $6.11/day to $6.17/day (less than 1% increase). Additionally, the cost of kosher meals increase $1.00 from $4.20 to $5.20 per meal. Kosher meals are provided upon inmate request. The proposed amendment includes language permitting the vendor to invoke a price increase in alignment with the Pacific Area Consumer Price Index, in the event of ongoing severe price increases on raw materials related to COVID-19. The vendor expressed its intent to strive to maintain the listed pricing throughout the term of the amendment. Police and Jail Levy funds are used to support the agreement, which averages approximately $130,000 per year. The total cost of inmate meals varies based on Springfield Municipal Jail’s inmate population. Springfield Police requests Council give the City Manager the approval to sign the Washington State Department of Corrections, Correctional Industries IGA amendment for continued inmate meal services. DRAFTDOC reference #208365 DOC K12146(2) SECOND AMENDMENT TO CITY OF SPRINGFIELD INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF SPRINGFIELD AND Washington State Department of Corrections, Correctional Industries Contract #2091 July 1, 2020 Parties: The City of Springfield “City” 225 5th Street Springfield, OR 97477 AND Washington State Department of Corrections, “Agency” Correctional Industries PO Box 41114 Olympia, WA 98504 The parties hereby agree that the Intergovernmental Agreement Dated July 1, 2018 and the First Amendment dated July 1, 2019 between the City of Springfield (City) and Washington State Department of Corrections, Correctional Industries (Agency) included herein as Attachment 1, is hereby amended for the second time as follows: AGREEMENT *** 1. Services to be Provided. Agency agrees to provide services to the City of Springfield as described in Exhibit A. Meal cost will average $6.17 for basic meal costs including tray meals, rolls, cookies, and drink mixes per inmate, per day. Kosher meals will be sold at $5.20 per meal and Halal meals will be sold at $3.00 per meal. Correction Industries will strive to maintain this pricing through June 30, 2021. However, due to COVID-19 we have been issued severe price increases on raw materials. AGENCY would reserve the right to invoke a price increase during the one (1) year period if it gives CITY 60 days written notice, provides proper documentation to justify prior to increase, and it falls within 75% of the Pacific Area Consumer Price Index. This agreement shall be in effect from July 1, 2018 to June 30, 2021. This agreement may be extended under the same terms and conditions for up to three (3) one-year periods, upon mutual agreement of the parties. In the event service continues to be provided to City after the initial term or an extension period expires, this agreement shall continue on a month-to-month basis under the same terms and conditions unless terminated by either party upon thirty (30) days advance written notice. Daily Meals (Basis- 4 week Jail Menu) 2019-20 Price 2020-21 Price Breakfast Meal $1.86 $1.86 Lunch Meal $1.86 $1.86 Dinner Meal $1.91 $1.91 Roll $0.15 $0.16 Dessert $0.26 $0.32 Condiments $0.06 $0.06 Total $6.11 $6.17 AGENCY and CITY will review and adjust pricing each year based on AGENCY list price for desired meal products and adjust based upon no more than 75% of the increase of the Pacific Area CPI based on the prior year’s percentage increase. The 2020-21 cost increase is just under 1%, which adheres to the maximum increase requirements of 75% of Pacific Area CPI for food (2019-20 Pacific Area CPI for food increased by 2.3%). Except as amended herein, all other terms and conditions of the Intergovernmental Agreement between Parties dated July 1, 2018 and the First Amendment dated July 1, 2019 will remain in full force and effect.
