CITY OF SPRINGFIELD, OREGON
RESOLUTIONNO. ___________
A RESOLUTION DECLARING INTENT TO INITIATESEWER IMPROVEMENTS
IN CREST LANESPECIALLY BENEFITTING PROPERTY
WHEREAS,the Common Council of the City of Springfield has authority to initiate the construction of
public improvements in the City of Springfield pursuant to Springfield Municipal Code(SMC)section
3.002;
WHEREAS, the Council finds thatconstruction ofpublic sewer improvements in Crest Lanefrom 724
Crest Laneto 749 SummitBlvdwill be of special benefit to the properties located at 789 Summit Blvd
and 749 Summit Blvd for the following reasons: (1) it will directly serve these properties; (2) it will
provide a public sewer connection in closer proximity to these properties than the current point of
connection through a failing private sewer laterthat constitutes a public nuisance; and(3) it will reduce
the extent to which properties would be required to rebuild the private sewer lateral to abate the
existing public nuisance;and
WHEREAS, the Council anticipates that special assessments will be levied against the specially-
benefitted properties as provided in SMC 3.000-3.156,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD:
Section 1: The Council intends to initiate the construction of public sewer improvements in
Crest Lanefrom 724 Crest Lane to 749 Summit Blvdand to assess all property to be benefitted said
construction of this improvement.
Section 2:The City Engineer is hereby directed make a survey, plat, and report and file the
report with the city finance directorwithin the next 30 days following the effective date of this
resolution as provided in SMC 3.004.
: The Finance Director is hereby directed to provide, orcause to be provided, the

notice of public hearing as required by SMC 3.006.
: This Resolution will take effect immediately upon adoption by the Council and

approval by the Mayor.
