Land Division Plat Application Process (see next page for a diagram of this process)
1. Applicant Submits a Land Division Plat Application for Pre -Submittal
• The application must conform to the Land Division Plat Pre -Submittal Requirements
Checklist on pages 4-6 of this application packet.
• A pre -submittal meeting to discuss completeness is mandatory, and pre -submittal
meetings are conducted every Tuesday and Friday, from 10:00 am - noon.
• Planning Division staff strives to conduct pre -submittal meetings within five to seven
working days of receiving an application.
2. Applicant and the City Conduct the Pre -Submittal Meeting
• The applicant, owner, and design team are strongly encouraged to attend the pre -
submittal meeting.
• The meeting is held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall's office, and the Planning
Division and is scheduled for 30 to 60 minutes.
The Planner provides the applicant with a Pre -Submittal Checklist specifying the items
required to make the application complete if it is not already complete, and the
applicant has 160 days submit a complete application to the City.
3. Applicant Submits a Complete Land Division Plat Application
• When the applicant has addressed all items on the Pre -Submittal Checklist and the
City Surveying Section has notified the applicant's surveyor that the plat and other
documents are sufficiently refined, the applicant can submit a complete application to
the City Survey Section located in the NW Quad of City Hall.
• The application must conform to the Land Division Plat Submittal Requirements
Checklist on page 6 of this application packet.
• If the submittal is deemed complete, the City Survey Section will sign -off on the City
Survey approval sheet and send the applicant to the Development & Public Works
Department for application submittal and fee collection.
• Planning staff checks and signs the mylars.
4. Applicant Records Plat at Lane County & Submits Plat and Documents to City
• After Planning staff checks and signs the mylars, the plat may then be recorded by the
applicant's surveyor at Lane County.
• After plat has been recorded at Lane County, applicant submits five (5) recorded, rolled
paper copies of the plat and three (3) copies of required documents to the
Development & Public Works Department prior to the issuance of building permits.

Applicant submits land division plat application for pre -submittal

City departments review application for completeness and hold pre -submittal meeting to
discuss completeness issues with applicant and applicant's representatives.
Applicant addresses incomplete items. City Surveyor checks application and returns
comments to applicant's surveyor.
Applicant's surveyor corrects plat City Surveyor conducts field check and

Once no errors appear on the plat and a current title report is submitted, applicant's

City Survey Section signs -off on City Survey approval sheet and sends the applicant to the
Development & Public Works Department for application submittal and fee collection.
Planning staff checks and signs mylars and notifies applicant's surveyor of approval.
Applicant takes plat and accompanying documents to Lane County for recording.
Applicant brings copies of recorded plat and documents to Development & Public Works

NARRATIVE/WRITTEN STATEMENT
May 12, 2020
This Narrative/Written Statement is intended to indicate how the Final Plat Application addresses the
Conditions of Approval found in the Type 11 Tentative Partition Review, Staff Report & Decision. The
partition plat was given conditional approval on February 11, 2020, Case No. 811-20-000005-TYP2. The
conditions of approval and applicant's response to each are as follows:
Conditions of Aocrowl
1. Prior to approval of the Final Partition Plat, the partition plan shall be reconfigured to provide at least
5,000 Sq. Ft of area with compliant street frontages far Parcel 1, and at least 4,500 Sq. Ft. of area with
compliant street frontage far Parcell upon dedication of the southern "4 feet of the property as L
Street right -of way.
Parcels 1 & 2 have been revised to meet the square footage and frontage standards post dedication of
the southerly four feet of the "L" St. right-of-way.
1. Prior to approval of the Final Partition Plat, the applicant shall install the sidewalk and ADA accessible
curb ramp along the L Street frontage of the site.
The proposed ADA accessible ramp and sidewalk are depicted on the tentative stormwater plan. The
applicant is submitting to the City of Springfield for building permit and then will construct the ADA
ramp as conditioned.
3. Prior to or concurrent with recording of the Final Partition Plat, the applicant shall execute and record a
bargain and sale deed far dedication of the ^'4 foot wide strip of L Street rightrof-way along the
southern boundaries of Parcels 1 and 2.
A draft copy of the Bargain and Sale Deed is included in the packet. The deed will be recorded prior to
final plat approval
4. Prior to approval of the Final Partition Plat, the applicant shall replace the existing street light fixture at
the southeast corner of the site with an LED fixture meeting City standard and provide evidence thereof
The existing street light fixture at the southeast corner at the site has been replaced with an LED
fixture.
5. Prior to approval of the Final Partition Plat, the applicant shall obtain necessary City permits and install
the sanitary sewer connection for Parcel 1 and provide evidence thereof to the City.
The sanitary sewer connection for parcel 2 has been designed and the applicant is submitting to the
City of Springfield for building permit. The improvement will be constructed to meet this condition.
6. Prior to approval of the Final Partition Plat, the applicant shall prepare and submit a revised vegetation
plan far the stormwaterfiltration rain garden. The vegetation plan shall use species from Appendix 6B
of the EDSPM and shall be a design that is satisfactory to the City.
A revised vegetation plan has been prepared for the stormwater filtration rain garden. The revised plan
uses species from appendix 6B of the EDSPM.
Prior to approval of the Final Partition Plat, the applicant shall provide an operations and maintenance
plan to the Cityfar review to ensure the long-term maintenance and operation of the private filtration
rain garden, consistent with the maintenance criteria required by Section 3.03.1 of the EDSPM. The
operations and maintenance plan should designate maintenance responsibilityfar operating and
maintaining the system and should be distributed to all property owners and tenants of the site. The
operations and maintenance plan shall nate that the filtration rain garden is located on Parcel l but
accepts drainage from bath Parcels 1 and 2.
An operations and maintenance plan has been created for the private filtration rain garden. It will
designate maintenance responsibility for all tenants and property owners of the site. The operations
and maintenance plan notes that the filtration rain garden is located on Parcel 1 but accepts drainage
from both Parcels 1 and 2.
8. To ensure a fully functioning water quality system and meet objectives of Springfield's M54 permit, the
SDC and the EDSPM, the filtration rain garden shall be shall be fully vegetated with all vegetation
species established prior to approval of the Final Partition Plat. Alternatively, if this condition cannot be
met, the applicant shall provide and maintain additional interim erasion control/water quality measure
acceptable to the Development & Public Warks Department that will suffice until such time as the rain
garden vegetation becomes fully established
The proposed filtration rain garden will be constructed before the Final Partition Plat is recorded.
9. Prior to approval of the Final Partition Plat, the applicant shall execute and record a Notice of
Operations and Maintenance Plan against Parcell and provide evidence thereof to the City.
The applicant has recorded a Notice of Operations and Maintenance Plan against Parcel 1 and has
provided evidence.
10. Prior to approval of the Final Partition Plat, the applicant shall provide a revised stormwater drainage
plan far the partition area that directs the roof runofffrom Buildings 1, 3 and 4 to an alternate location
that does not increase the stormwater discharge onto 21st Street.
A revised stormwater drainage plan has been submitted that directs roof runoff for buildings one and
two to a weep hole in L street. Buildings three and four roof drainage are directed into the back of the
existing catch basin in 21n Street.
11. Prior to approval of the Final Partition Plat, the applicant shall construct all approved stormwater
conveyance and treatment facilities and provide evidence thereof to the City.
All approved stormwater conveyance and treatment facilities will be construction prior to Final
Partition Plat approval.
11. All utility lines installed to serve the partition area shall be installed underground in accordance with
SDC 4.3-115.

13. Prior to approval of the Final Partition Plat, the applicant shall construct and install all required public
and private utilities necessary to serve Parcels 1 and 1 and provide evidence thereof to the City.

14. Prior to or concurrently with recording, the applicant shall execute and record a private stormwater
drainage easement across Parcell for the use and benefit of Parcell and provide evidence thereof to
the City.
The language for the private stormwater easement is included within the Declaration of Private Joint
Access/Utility Easement and Maintenance Agreement a draft of which is attached herein.
15. The private easement documentsfor the shared driveway and stormwaterfacilities shall specify that
the stormwater treatment area and maintenance responsibilities on Parcel 1 are far the use and benefit
of both Parcels 1 and 1
The Declaration of Private Joint Access/Utility Easement and Maintenance Agreement specifies that
the stormwater treatment area and maintenance responsibilities on Parcel 1 are for the use and
benefit of both Parcels 1 and 2.
16. Prior to approval of the Final Partition Plat, the applicant shall revise the building footprint plans far
Parcell such that the 45% maximum building coverage is not exceeded far the modified parcel size.
Alternatively, the applicant shall obtain a variancefar building coverage that exceeds the 45% provision
of SDC 3.1-115.
Plans for revised building footprint have been submitted with a smaller building footprint for building 2
such that less then 45% maximum building coverage is not exceeded for Parcel 2.

4.5.7 Rain Garden O & M Plan
Rain Gardens are vegetated surface reservoirs used to collect and treat stormwater runoff
from impervious surfaces by allowing the pollutants to settle and filter out as the water
percolates through vegetation and soil mediums before infiltrating into the ground below
or being piped to its downstream destination.
Rain Gardens can be used to help fulfill a site's required landscaping area requirement and
should be integrated into the overall site design. Numerous design variations of shape and
planting scheme can be used to fit the character of a site.
The reservoir basin shall infiltrate stormwater within 24 hours. All facility components and
vegetation shall be inspected for proper operations and structural stability, at a minimum,
quarterly for the first 2 years from the date of installation, 2 times per year thereafter, and
within 48 hours after each major storm event.
Training and/or Written Guidance information for operating and maintaining vegetated
infiltration basins shall be provided to all property owners and tenants. A copy of the 0 & M
Plan shall be provided to all property owners and tenants.
Inspection Logs shall be kept by the facility owner demonstrating the following items have
been inspected and are being maintained properly:
• Access to Rain Gardens shall be safe and efficient. Obstacles preventing
maintenance personnel and/or equipment access to the components of the facility
shall be removed.
• Debris and Litter shall be removed to prevent channelization, clogging, and
interference with plant growth. Fallen leaves and debris from deciduous plant
foliage shall be raked and removed.
• Erosion Damage shall be identified and controlled when native soil is exposed or
erosion channels are forming.
• Grassed Rain Gardens shall be mowed to 4"-9" high and grass clippings shall be
removed no less than 2 times per year.
• Infiltrating Rain Gardens shall be excavated and cleaned, and gravel or soil shall
be replaced to correct low infiltration rates.
• Inlets shall be cleared when conveyance capacity is plugged to ensure unrestricted
stormwater flow to the rain garden.

• Rocks or Other Armoring shall be replaced when only one layer of rock exists

• Sedimentation build-up near or exceeding 2" in depth shall be hand -removed with
minimum damage to vegetation using proper erosion control measures. Sediment
shall be removed if it is more than 4 inches thick or so thick as to damage or kill
vegetation.
• Slopes shall be stabilized using appropriate measures when native soil is exposed.
• Vegetation shall be healthy and dense enough to provide filtering while protecting
underlying soils from erosion. Dead vegetation shall be removed to maintain less
than 10% of area coverage or when vegetative filter function is impaired. Vegetation
shall be replaced immediately to control erosion where soils are exposed and within
3 months to maintain cover density.
Spill Prevention Measures shall be exercised on site when handling substances that

Private Stormwater Management and Treatment System
The undersigned owneds), is hereby given notice that stormwater runoff from the "Property" described below
requires stormwater management facilities to be located, designed, and constructed in compliance with the City
of Springfield's Engineering Design and Procedures Manual. Said facilities shall be operated and maintained
in accordance with the Operations and Maintenance Agreement (O&M Agreement) on file with the City of
Springfield, Development and Public Works Department

acknowledges and agrees to maintain private stormwater treatment facilities listed in this document. The
maintenance of the stormwater facilities listed in this document is required as part of the Development
Agreement with the City of Springfield. This facility will be operated and maintained in accordance with the
requirements stared in this document and in the latest edition of the City of Springfield Engineering Design
Standards and Procedures Manual, Chapter 3. The City reserves the right to enter and inspect any stormwater
facility located on the "Property" to ensure the facilities are operating as designed. Failure of the responsible
party to inspect and maintain the facilities can result in an adverse impact to the public stormwater system and

The requirement to operate and maintain the stormwater treatment facilities in accordance with the approved
site development agreement and the site O&M Agreement is binding on all current and future owners of the

Overview
This storm analysis is for a tentative partition application for a property located on the
comer of L and 21st Street in Springfield, Oregon.
The proposed 0.21 -acre development includes 2 lots with a shared driveway and 4 new
residential buildings, two on each lot. The shared driveway is proposed to sheet drain
stormwater to a valley gutter that runs to an adjacent rain garden on the southeast corner
of the property. The roof drainage from buildings 1 & 2 are proposed to be directed to a
weep hole on L street and buildings 3 & 4 will be directed to the back of the existing catch
basin in 21a street. There is no proposed infiltration due to the poor infiltration rates as well
as high water table according to the Web Soil Survey. The rain garden will provide some
level of detention as well as filtration for the water quality storm event before stormwater
enters the public drainage system in 21g Street right-of-way.
Site Soils
Per the Web soil survey, the site soils are classified as Awbng Urban Land (#2226A). The soil
is dlardcterized as hydrologic soil group D with poor drainage. The soil has the best
anticipated infiltration rates of 0.01-0.05 in/hrwith slopes of 1-2%. The depth to thewatertable
is <10 inches. A rock chamber under the detention pond will allow for a perforated pipe to
carry water to the public drainage system. Due to high water table, the rain garden will be
wrapped in 30 mil pond liner to prevent groundwater intrusion into the rain garden.
Rain Garden Design
The Rain Garden is designed to process drainage from the shared driveway. The rain garden
is designed as a filtration facility that is wrapped in impervious material due to the poor
infiltration rates as well as constraints of the property lines, building foundations, and high
water table. A perforated pipe runs the length of the rain garden in the rock dlamber to carry
treated water to a catch basin with pump to allow outflow to the existing catdl basin in 21g
street. A 4" overflow is designed to convey stormwater overflow for larger storm events (2-25
year). For the purposes of this study an infiltration rate through growing media was
conservatively assumed to be 2.0 in/hr.
The rain garden dimensions were designed with the following variables:

The analysis was completed utilizing HydroCAD software, the Santa Barbara Urban
Hydrograph runoff method. The calculation sheets are attached, and the analysis results
outlined below:

The rain garden is designed to have 18 inches of growing medium, with a 12" rock chamber
underneath as well as a perforated pipe.
Driveway Areas on Site
Stormwater from the shared driveway will be graded to flow into the adjacent rain garden
where it will receive treatment. The first 500 square feet from L street is graded to sheet drain
back toward the street where it will enter a catch basin on 21g Street.
Conclusion
Perthe Springfield stormwater scoping sheet, no calculations are needed forthe 2-yearstorm
event or the 25 -year event. Larger events (2-25 year) will overflow through a 4 -inch pipe that
connects to the perforated pipe and flows to a catch basin with pump and then to the existing
system. The analysis shows the rain garden is adequately sized for the water quality storm
event, with a drawdown time that meets code.

DECLARATION OF PRIVATE JOINT ACCESS/UTILITY EASEMENT
AND MAINTENANCE AGREEMENT
RECITALS:
Nathaniel P. Morse (MORSE) is the owner of the following described real property
located in the SE 1/4 of Section 25 located in Township 17 South, Range 3 West of the
Willamette Meridian.
The owner is partitioning said real property into two (2) Parcels as shown on Land
Partition Plat No. 2020- , recorded , 2020, Document No.
2020- , Lane County Oregon Deeds and Records, located in
Springfield, Lane County, Oregon. This easement is being created to satisfy a condition
of approval by the City of Springfield and impacts Parcels 1 and 2 of said partition.
DECLARATION OF EASEMENT:
1. Easement Created. MORSE hereby creates a perpetual easement as described
in attached Exhibit "A" for the mutual exclusive use of said Parcels 1 and 2.
2. Purpose. The easement is created to allow access, ingress and egress, and
driveway purposes for said Parcels 1 and 2. The easement may also be used by
the aforementioned parcels for the installation, construction, inspection,
maintenance, repair, reconstruction, and replacement of private utilities and
facilities, electric facilities and CATV as long as such use does not interfere with
ingress/egress access. The easement is also being created to allow stormwater
drainage across Parcel 1 for the use and benefit of Parcel 2.
3. Use of Burdened Property. The owners or occupiers of the properties affected
by the easement shall have the right to use their property, including the area
described as the easement, for any purpose as long as the owners or occupiers
do not interfere with the use of the easement as granted by this instrument.
4. Maintenance and Repairs. The cost of any maintenance or repair of the area
within the easement shall be apportioned between the owners of said Parcels 1
and 2, equally proportionate to each party's use of the easement.
5. Successors in Interest. The provisions of this instrument touch and
concem, and relate to the use of said Parcels 1 and 2 and are intended to be
covenants and restrictions running with the land.
