Owner: Date: Signature Print Revised April 3, 2018 Sandy Belson page 2 of 4 ADU Narrative- 1081 Linda Lane We propose the existing 696 square foot home, with the address of 1081 Linda Lane, be converted to an Accessory Dwelling Unit. It includes a kitchen and living space, a bathroom and laundry room, and a single bedroom. There is an existing carport that exceeds minimum parking requirements and includes 1 designated parking space with a 3 foot paved walkway from the carport to the house. The carport also includes a closed area for garbage storage. The unit includes it's own entrance, as it is separate from the proposed main house. The proposed ADU is setback at 20 feet from the north property line, and 50 feet from Linda Lane. When adding the square footage of the proposed (but current structure) ADU and carport with the proposed main house, structures will cover 9.3% of the lot. Our plan will include building a larger home to serve as the main dwelling (see site plan). The proposed ADU matches the traditional design of neighborhood homes and will match the design of the proposed primary dwelling, for which permits will be applied once the ADU is approved (Design Standards 5.5-130 of the Springfield Development Code). We will complete this application for an ADU permit based on Design Standard B: Meet Clear and Objective Standards (5.5-130), because the proposed primary dwelling is not yet constructed. The proposed ADU meets clear and objective standards as follows: (1) The siding is horizontal, non reflective siding and the roof is a non -reflective composite shingled roof (new in 2019). (2) The roof pitch is 6/12, and satisfies the minimum roof pitch standard. (3) Eaves of the dwelling project at least 1 foot. (4) The primary entry is covered by a 6 foot by 10 foot covering, which exceeds the minimum. (5) The maximum roof height of the ADU dwelling is 16 feet 6 inches, which falls below the maximum height of the proposed primary dwelling of 22 feet 4 inches. (6) The exterior walls provide an offset every 25 feet with either a recess or extension. Recesses and extensions are at a minimum of 2 feet deep and 5 feet wide for the full height of the walls. The exterior finish materials will visually match the proposed primary dwelling, including complimentary paint colors. Both dwellings will include horizontal (non -reflective) siding and trim around each window. Windows that match in terms of proportion and ratio will also be present. Both dwellings will include standard composite shingles and complimentary roof slopes. The homes will share a well, with separate power meters. Storm -water management will be in the form of downspouts connected to dry -wells and is included on the attached Site Plan. There are currently two septic tanks on the property. The proposed ADU has a separate, 1000 gallon septic tank that was recently pumped in 2019. It is functioning properly with no problems. Recommended inspection and pumping was given as 3 years from the date of service (August 9`^, 2019). The septic tank had normal water levels and nothing that needed obvious repair at the time of pumping, other than an optional riser quote to make for easier access in the future (see attached worksheet). The future primary dwelling location currently has a 750 gallon septic tank. We current have a pending sanitation permit in at the county to replace this tank (which had multiple issues at time of pumping and hasn't been in use since; see attached worksheet). The old tank will be properly decommissioned and we plan to install a 1250 gallon tank in it's place. We have been in contact with both Andy Limbird and Thayne Smith at the City of Springfield to confirm that a tank permit could be issued as the property does not have viable access to city sewer within 300 feet. An email from Andy Limbird (City of Springfield) to Charlie Hunt (Lane County Sanitation) is also included in the following paperwork. The Marchant family intends to construct a new home on the property. The site is currently addressed as 1081 & 1109 Linda Lane (Assessor's Map 18-02-04-00, Tax Lot 1509). The property is not annexed to the City of Springfield and it does not have viable access to urban sanitary sewer within 300 feet of the property boundary. For these reasons it is appropriate for the owner to obtain septic system approval for construction of a new home until such time as the property is annexed and urban sanitary sewer service becomes available.
