II ULIICI UpPlli-011; UU2;& [IIJII Walter Johnson 89733 Armitage Rd Eugene, OR 97408 March 4, 2020 Proposal Narrative: To replace an 80 year old structure used as a agricultural storage building which has sustained damage from recent snow and ice storms as well as normal aging and less than adequate structural building techniques used in 1940. 1 have plans for a replacement structure constructed entirely of steel, engineered by Kaiser Steel. Its use will remain as an ag storage, will have open or permeable (such as steel rod roll up doors) drive through 14' high doorways 16' wide on both East and West ends for potential floodwater passage. Due to the impractical aspects of elevating the floor above the BFE, this flow through would allow us to ingress/egress easily and safely instead of going up significant ramps with sometimes heavy loads. With these large area door openings the watercourse during flooding should not be impacted. The normal water flow direction is generally East to West, same as the door openings. The floor will consist of compacted 3/4 minus quarry rock overlaid with 5" reinforced concrete, with load bearing footings at specified locations on the perimeter per engineering performed by Kaiser Steel as well. The fill plus concrete will be 8" above the current floor level of the old structure. The surrounding adjacent field and roadway is 10" to 16" lower than the current floor, making the finished floor 18" to 24" above surrounding grade, but still below the BFE by 18." We typically store Implements, tractors, packaging, farm supplies, and lumber in the structure, most of which would not be harmed by floodwater that dissipated In 2-3 days. Items that could be damaged are to be elevated onto 8" high platforms inside the building, placed there by forklift on pallets. Overall, the structure would be the last area to get flooded since all surrounding fields are already below current grade before our work begins. Per survey, our BFE elevation is 421.1 feet above sea level. The finished floor level will be 419. 5'. Due to the sandy and rocky nature of the surrounding soil, no special drainage system is proposed, where roof runoff will be absorbed Into the perimeter soils. Soil was excavated and is either rocky sand on 3 sides, or on the North side is 20" deep with sand and gravel below 20."
