Minimum Development Standards Application Process
As stated in SDC 5.15-100, the minimum development standards (MDS) process is intended to support
economic development by minimizing City review for minor additions, expansions, or changes in use as
specified in SDC 5.15-100. MDS ensures that such development, however, complies with specific
appearance, transportation, safety and efficiency, and stormwater management standards specified in the
SDC and otherwise protects the public health, safety and welfare.
1. Applicant Submits a Minimum Development Standards Application to the
Development & Public Works Department
The application must conform to the Minimum Development Standards Submittal
Requirements Checklist on pages 4-5 of this application packet.
Planning Division staff screen the submittal at the front counter to determine
whether all required items listed in the Minimum Development Standards Submittal
Requirements Checklist have been submitted.
Applications missing required items will not be accepted for submittal
2. City Staff Conduct Detailed Completeness Check
• Planning Division staff conducts a detailed completeness check within 30 days of
submittal.
The assigned Planner notifies the applicant in writing regarding the completeness of
the application.
An application is not be deemed technically complete until all information necessary
to evaluate the proposed development, its impacts, and its compliance with the
provisions of the Springfield Development Code and other applicable codes and
statutes have been provided.
Incomplete applications, as well as insufficient or unclear data, will delay the
application review process and may result in denial.
3. City Staff Review the Application and Issue a Decision
• This is a Type I decision and thus is made without public notice and without a public
hearing since there are clear and objective approval criteria and/or development
standards that do not require the use of discretion.
Decisions address all the applicable approval criteria and/or development standards.
Applications may be approved, approved with conditions, or denied.
The City mails the applicant and any party of standing a copy of the decision, which
is effective on the day it is mailed.
The decision issued is the final decision of the City and may not be appealed.

property, and any additional information that may have a bearing in determining the
action to be taken. The narrative should also explain justification for any proposed MDS
exceptions and should also include other activities proposed on the property such as tree
removal, grading, fill or excavation. A description of the proposed use and explanation of
the uses conducted in building areas and the square footage of each area.

DESCRIPTION OF PROPOSAL AND EXISTING USE:
The purpose of the proposed development is to finish out two suites of an existing business center,
which were previously occupied by a Fitness Center and Medical office, into a new home for the Oregon
Veterinary Referral Associates, P.C. The majority of this building has been vacant since 2014, and the
proposed tenant use would be a stable, long term occupant, providing a much-needed service to the
community and improvement to this site. The neighboring lot to the east is occupied by a general
practice veterinary clinic, which correlates to our use as a Specialty Referral Veterinary Hospital. There
are no Minimum Development Standard exceptions being requested. The proposed site improvements
are to extend the landscape planter along the full length of the parking area along Q Street, to meet
current city zoning requirements. We also propose adding a fence enclosed relief yard to allow patients
to be taken out of the building safely, always on a leash and supervised by a staff member. Loading
zones would be added to meet current city requirements, and the existing trash enclosure would be
upgraded to meet current requirements.
The proposed use is a Veterinary Referral Hospital, which would allow treatment for pets in the
surrounding community that local veterinary clinics are unable to provide / perform. This function
would occupy two of the four existing units within the building, address #215 and #223, which make up
17,361 SF. The remaining two units, # 225 and #227, are currently occupied by Smile Keepers Dental,
who would continue to operate out of those spaces and utilize 5,135 SF of the overall building. OVRA is
currently located at 444 B St. in Springfield, and has had no complaints from adjacent property owners.
Being a Specialty Referral Hospital, Animal boarding is not provided. Overnight animal housing would
only be provided for critical patients, and limited to ICU (Intensive Care Unit) and Recovery rooms of the
Hospital, which are located near the center and rear of the building, so that they are in close proximity
to the Treatment and Surgery rooms (the heart of the hospital). Noise levels are controlled by the use of
"QuietRock" Specialty drywall, that creates a STC 53 sound enclosure, providing sound levels similar to a
standard office space for adjoining rooms. Odor is controlled by the use of Veterinary Specific UV light
Units from "PetAirapy" that sanitize return air in the building. Animal waste is scooped, bagged, and
disposed within the trash enclosure. Urine is mopped and sanitized. There are no animal housing
enclosures outside of the building, which ensures that noise or odor do not disturb the normal operation
or tranquility of neighboring business.
