Springfield, Lane County Oregon April 23, 2020 General Information The applicant is submitting this application in conjunction with a land use application to subdivide the above referenced property into six residential lots to be known as Goldfinch Glen. The site is located within the city limits of Springfield and contains approximately 0.93 acres. The property is zoned Low Density Residential (LDR) and is surrounded by developed residential properties that are more consistent with the lot size standards of the LDR zone. The site previously contained a single family residence that has since been removed along with the underground storage tank associated with the heating system for the former residence. The subject property is heavily wooded along the west half and south half of the site with merchantable douglas fir and cedar timber predominately, and a mixture of smaller cherry trees of various ages in the understory. The applicant is proposing to remove all the trees from the site The mature fir and cedar trees are close to 80 feet in height and this fact, coupled with the shallow depth of the underlying soils, restricts the ability to leave any isolated trees along future lot lines. These isolated trees would be susceptible to windthrow in some future storm event, creating an unsafe condition for both the existing structures on neighboring lots, as well as any new construction on the future lots of the proposed subdivision. In addition, the residual stumps are intended to be removed which would invariably compromise the viability of the root system of any tree that was to remain. To limit the impacts to the surrounding neighborhood, the logging contractor is proposing to access the site from the old Booth -Kelly Road right of way. I presume the faller will begin working through the site from south to north, dropping trees as they go and then using a self - loading truck to haul the timber to a mill for processing. The haul route will be from the site to S. 42nd Street via the Booth -Kelly right of way. Once on S, 42nd Street, the trucks will utilize the City's arterial street network and the State Highway system to reach the milling site. The applicable criteria of SDC 5.19-125 can be met as follows: A. Whether the conditions of the trees with respect to disease, hazardous or unsafe conditions, danger offalling, proximity to existing structures or proposed construction, or interference with utility services or pedestrian or vehicular traffic safety warrants the proposed felling. The western and southern halves of the site are densely wooded with mature douglas fir and cedar trees, together with scattered cherry trees of various ages in the understory. The applicant is proposing to remove all the trees on site because of their direct conflict with the proposed improved associated with the land use application submitted in conjunction with this tree -felling permit application. In addition, if isolated trees were left within the site that could be susceptible to windthrow because of the shallow depth of the underlying soil which would create an unsafe condition within the site and the abutting properties B. Whether the proposed felling is consistent with State standards, Metro Plan policies and City Ordinances and provisions affecting the environmental quality of the area, including but not limited to, the protection of nearby trees and windbreaks; wildlife; erosion, soil retention and stability, volume ofsurface runoff and water quality of streams, scenic quality, and geological sites. The proposed tree removal does not constitute a commercial logging operation and therefore should not require a permit from the Oregon Dept. of Forestry. The site is within the city limits of Springfield and is subject to the City's land use regulations, This application is being submitted in conjunction with a land use application to divide the subject property into six (6) residential lots. This tree felling permit application is being submitted to receive approval to remove those tree that are in direct conflict with the improvements proposed under the land division application, as well as the remaining trees that would be susceptible to windthrow if the surrounding trees were removed, resulting in an unsafe condition for both the new homes to be constructed on the property and the existing homes located on the abutting properties. Removal of the identified trees should have no lasting adverse effect on the physical environment surrounding the site. The subject property is located in an urbanized area with existing residential development along the northern, western and eastern boundaries of the site. The Booth -Kelly road right of way abuts the southern boundary site. It appears that the trees proposed for removal were planted by the original land owner and have grown to maturity in the interim between now and then. The trees are not part of any larger contiguous natural area of scenic significance. After the tree felling, the stumps and slash will be removed and the site will be regraded and seeded with grasses in preparation for new home construction. It is presumed that lot owners will plant additional trees at various locations within their individual lots that would assist in mitigating the proposed tree removal. A Land & Drainage Alteration Permit has been submitted in conjunction with this application to insure that erosion from soil disturbing activities will be minimized to the best extent possible. C. Whether it is necessary to remove trees in order to construct proposed improvements" specified in an approved development plan, grading permits and construction drawings. The applicant is proposing to remove those trees necessary to prepare the lots proposed under the accompanying land use application for home construction and to construct the roadway and utility services needed to serve those lots. D. In the event that no Development Plan has been approved by the City, felling of trees will be permitted on a limited basis consistent with the preservation of the site's future development potential as prescribed in the Metro Plan and City development regulations, and consistent with thefollowing criteria. I. Wooded areas associated with natural drainageways and water areas shall be retained to preserve riparian habitat and to minimize erosion; 2. Wooded areas that will likely provide attractive on-site views to occupants offuture developments shall be retained; 3. Wooded areas along ridge lines and hilltops shall be retained for their scenic and wildlife value; 4. Wooded areas along property lines shall be retained to serve as buffers from adjacent properties; 5. Trees shall be retained in sufficiently large areas and dense stands so as to ensure against windthrow; 6. Large-scale clear -cuts of developable areas shall be avoided to retain the wooded character offuture building sites, and so preserve housing and design options for future City residents. This tree felling permit application is being submitted in conjunction with a land use application to develop the property into six (6) residential lots, therefore the above listed approval is criteria is not applicable to this tree felling permit application. E. Whether the applicant's proposed replanting of new trees or vegetation is an adequate substitute for the trees to be jelled. The applicant is removing the trees in preparation for utilizing the site for a residential housing development. No replanting of new trees is proposed under this tree felling permit. It is presumed that new trees will be planted by the lot owners in conjunction with the landscape improvements on their individual lots. R Whether slash left on the propertyposes sign ficant fire hazard or liability to the City. The applicant is proposing to remove all slash and stumps from the site as part of the tree felling operation. G. Whether the felling is consistent with the guidelines specified in the Field Guide to Oregon Forestry Practices Reties published by the State of Oregon, Department of Forestry, as they apply to the northwest Oregon region. The proposed felling is located within the city limits of Springfield and does not constitute a regulated commercial logging operation. The logging contractor removing the trees shall follow the guidelines established by the Oregon Department of Forestry regarding safety and fire prevention during the proposed tree removal. K Whether transportation of equipment to and equipment and trees from the site can be accomplished without a major disturbance to nearby residents. In order to reduce the impact to local streets to the greatest extent possible, the applicant is requesting the use of the former Booth Kelly Road right of way as access to the southern boundary of the property. This road was formerly used as a haul road for logging trucks, so the underlying road structure should be more than adequate to support the potential 10-15 truck loads of logs that would be harvested from the site. The Booth -Kelly Road right of way connects directly to S. 42nd Street. S. 42"d Street is fully developed as a 44' wide concrete street with bike lanes, curb and gutter and setback sidewalks. S. 42nd Street is a major collector street designed for higher traffic volumes that will provide the loaded trucks safe and efficient access to other local arterials and the State Highway system to transport their material to the processing mill. � m�o�mmoa�eoe�o�o�oo�oa
