Sweeney, Applicant FROM:Springfield Development Services Department SUBJECT: H0IIB OCCUPATION APPLICATI0N The City of Springfield Development Services Department received an applicationfor a Home Occupation Permlt. City action on this request constitutes a land usedecision therefore all propertles located withln 100 feet of this property mustreceive notice of this decision. As part of the decision making process the City revievs the application based onthe standards and provisions of Article 16 of the Springfield Development Code.The City may condition an approval ln order to ensure the requested ule complleswlth the intent and purpose of Home Occupations as foreseen by the SpringfieldCity CounciI. If the applicant and/or adjacent property ovner (affected party) is aggrieved bythis decision and feels the Director erred in revieving this requesi- (based on adopted standards) an appeal may be filed. The appeal must be filed in accordancevith Article 15 of the Springfield Development Code. A copy of Article 15 isavallable at the Development Services Department. An appeal must be flled vlthin 10 calendar days of this decision. That date is March 19, 1990. (c) DECISION OF THE DIRECTOR The applieation has been approved based on conformance with Section 16.700(6) ot the Springfield Development Code as follot+rs: (a) Bxcept for the one sign permitted in accordance vith Subsection 16.080(1) of this Article, there shall be no display vhich vould indicate from the exterior that the building is being used for any purpose other than a residential dvelling. The applicant has not proposed any display or exterior alterations that would indicate a business is being conducted from this address. (b) There shall be no outside storage of materials. No materials vill be stored outside. No mechanical equipment shall be permitted except that vhich is compatiblevith residential purposes. The applicant has not proposed the use of any mechanical equipment uncommonto private residential use. (d) There sha1l be no offensive noise vibration, smoke, dust, odors, heat orglare noticeable at or beyond the property line resulting from the operatlon. AIl aetivities are to occur in a building and shall not create noiseassociated vith the business beyond the property lines. (e) A maximum of 2 vorkers may be employed at any given tlme between the hours of7 a.m. and B p.m. in addition to family members who reside at the dwelling. The applicant has not requested approval for employees other than himself. The -hiring of non-resident employees for this business shall require amodification of this permit. (f) The operation shall not create hazardous traffic conditions or unduly burdenon-street parking areas. 0ther than businesses engaged exclusively in the delivery of goods (i.e.,United Parcel Service) and the U.S. Postal service, no comrerciil deliveriesshall be made to this location. customers sharr not visit this property as part of this business.
