IJEEREASr.the Applicant has submitted to the City a completed permit application,I (three) sets of construction dravings, specificationi, and other dati requiredfor the City to conplete the necessary plan reviev of the proposed developmentimprovement.
YHEREAS, the intended development improvement is of a nature that requires noother reviev approval fron other State or local agencies and is .xerit from thecriteria established by the Building Safety Division, attached as exiibit A ofthis Agreernent
IHEREAS, the City has not revieved or approved the submitted naterials for thedevelopment improvement, the City is theiefore unable to confirm at this timevhether-the permit applicaticr subn:itted vill- be approved, and vhether the

$HEREAS' the_applicant has requested the City to provide expedited authorizationto proceed vith_certain phases of construction prior to the completion of theCity's reviev of the permit application.
IIHEREAS, the City's fee for the administrative services rendered in providingexpedited authorization is S150.00.
N0U' THEREFORE, in consideration of the foregoing recitals and of the mutualpromises contained herein, the City authorizes immediate commencement of thedevelopment improvement specified in the permit application subject to thefolloving terms and conditions:

The use of this agreement sha11 be limited to certain one and t'*o-familydvellings not complex in nature as determined by the Building 0fficial anriminor alterations or modifications to existing commercial and industrialbuildings vhich are of a non-structural"t)'pe ind do not adver-se1y affect anystructural rnember of the building or any part of the building having fireresistant construction.
One and tvo-family dvelling plans for structures that are complex in nature thathave been prePared by an oregon licensed architect or engineer and accompaniedby a letter of reviev prepared by said architect or engineer, stating thit thesubmitted material is in compliance vith the One and tvo-family Dr.'ellingspecialty code, may be considered eligible for- this agreement.
The folloving items include but are not limited to certain conditions ofdevelopment identified as inetigible for this agreement:
a) development requiring site approval vhich has not been obtained;
b) nev deveropment located on land vith over six-percent slope;
c) lots having expansive (cIay) soil;
d) development located vithin flood hazard areas;
e) development located vithin vetland areas;
f) pole buildings or other such type of structure that is not of conventional
cons truct ion.
