HomeMy WebLinkAboutResolution 2020-08 04/06/2020 CITY OF SPRINGFIELD, OREGON 3131.19 RESOLUTION NO. ___________ A RESOLUTION AUTHORIZING THE TRANSFER OF APPROPRIATIONS WITHIN THE GENERAL FUND FROM CONTINGENCY TO CITY MANAGERS OFFICE OPERATING EXPENSES WHEREAS, the Common Council has adopted the budget and made appropriations for Fiscal Year 2019-2020 through Resolution 2019-15 adopted June 17, 2019, as amended by Resolutions 2019-22, 2020-03, 2020-06, and 2020-07; WHEREAS, ORS 294.463 allows transfers of appropriations within a fund when authorized by ordinance or resolution of the governing body, stating the need for the transfer, the purpose of the authorized expenditure, and the amount transferred; WHEREAS, the General Fund has an appropriated contingency to address unforeseen events that arise after the budget has been adopted and that require immediate funding; WHEREAS, on March 8, 2020, the Governor of Oregon declared a state of emergency under ORS 401.025, due to the COVID-19 coronavirus outbreak in Oregon (Executive Order No. 20-03); on March 16, 2020, the Common Council declared a state of emergency in the entire City of Springfield (Resolution No. 2020-05); and on March 17, Lane County also declared a state of emergency; WHEREAS, the COVID-19 outbreak has severely impacted small businesses in the City of Springfield; WHEREAS, the state and federal government is making disaster loan assistance available to eligible small businesses, but those loan funds are not immediately accessible to small businesses in Springfield and stop-gap measures are needed; WHEREAS, the purpose of the authorized expenditure is to fund a Small Business Emergency Loan Fund administered by a third-party community lender, to assist small businesses in Springfield and throughout Lane County with mitigating the impact of the COVID-19 outbreak, and this circumstance was not foreseeable at the time that the budget was adopted; and WHEREAS, the Common Council finds that the transfer of these appropriations within the General Fund from Contingency to Operating Expenses for the City is in the public interest, NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD: Section 1: The fiscal year 2019-2020 appropriations, as adopted by Resolution 2019-15 and amended by Resolutions 2019-22, 2020-03, 2020-06, and 2020-07 are hereby adjusted as follows: Resolution 2020-08 Page 1 of 2 General Fund 100 FY20 Amended FY20 Amended New Request BudgetBudget Resources FY20 Amended Resources*$ 50,500,486-$50,500,486 Total Fund Resources50,500,48650,500,486 Requirements FY20 Amended Operating Budget City Manager's Office1,716,355100,0001,816,355 Development & Public Works2,831,218 -2,831,218 Finance2,388,253 -2,388,253 Eugene Springfield Fire12,076,623 -12,076,623 Human Resourcers592,290 -592,290 Information Technology2,162,350 -2,162,350 Legal Services 747,373 -747,373 Library1,717,912 -1,717,912 Police15,557,892 -15,557,892 Total Operating Budget39,790,266100,00039,890,266 Non-Departmental Expenses: Transfers1,507,800 -1,507,800 Contingency800,000(100,000)700,000 Reserves*8,402,419 -8,402,419 Total Non-Departmental 10,710,219(100,000)10,610,219 Total Fund Requirements$ 50,500,485$ -$50,500,485 *Resources and reserve amounts are not appropriated for spending and are shown for information purposes only. 7uiBqsjm3131 ADOPTED by the Common Council of the City of Springfield this ___ day of _________, ____, 71 by a vote of _____ for and ____ against. _______________________ Mayor ATTEST: __________________________ 4/6/2020 City Recorder Resolution 2020-08 Page 2 of 2
