ITEM TITLE: INDOOR TRACK PROJECT UPDATE
ACTION
REQUESTED:
Provide an update on the indoor track project.
ISSUE
STATEMENT:
City Council has set an indoor track as one of its economic development priorities.
In recent months, a non-profit named Springfield Community Development
Corporation (SCDC) has been working on moving the project forward. The City
has been collaborating with them along with other community partners such as
Lane County, Willamalane, and Track Town USA.

FINANCIAL
IMPACT:
SCDC
SCDC has been working to accomplish their goal of constructing an indoor track
and sports facility in Glenwood. They meet weekly and have been focusing on
three areas: building predesign, branding strategy, and fundraising. The 90-day
predesign work will kick off in a few weeks in partnership with Chambers
Construction and PIVOT Architecture to configure the track and determine a cost.
Branding work is being done in collaboration with the AHM with the purpose of
defining, branding and communication strategy for the project. Finally, the
fundraising aspects at this point predominantly include conducting a fundraising
feasibility study, private fundraising, and obtaining grants.
SEDA
SCDC requested SEDA commit the North Glenwood Property as the site for the
indoor track and event facility. Determining a site is central to their fundraising
efforts because it provides certainty to potential donors and knowing the site allows
the design aspects of the project to move forward. SCDC’s request is for SEDA to
donate or sell the property for a nominal amount. SEDA directed staff to
participate in the predesign period, investigate financial impacts, reach out to
adjacent property owners, and determine if there is an agreement we can reach with
SCDC that still protects SEDA’s interest while allowing the project to move
forward.
Willamalane
Willamalane received a similar request from SCDC to be the facility
owner/operator. In conjunction with that request, it undertook an internal
Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis, interviewed
operators of similar facilities and commissioned a revised feasibility study and pro
forma. That work concluded that the facility would be operationally feasible and
profitable five years from opening. The feasibility study and pro forma were
completed by Sport Facilities Advisory (SFA) a full-service consultancy
specializing in the planning and funding of youth and amateur sports, recreation,
wellness and entertainment facilities.
