The'structure located at the above address, more particularly described as Lane County Assessor's Map & Tax Lot number, is for the reasons indicated below an unsafe and substandard building as. described in the Springfield Housing Code (applicable code excerpts are attached). Lane County Assessment and Taxation records indicate that you are the owner of this property. Section 2O3 of the Springfield Building Code Adninistrative Code describes buildings and structures which are substandard or unsafe as those which are structurally inadequate, have inadequate.egress, or which constitute a potential fire hazard or are otherwise dangerous to hr:man life. Section 1001 of the Springfield Housing Code specifies conditions constituting a substandard building. The following itens include but are not linited to conditions existing at the structure, classifying it as a substandard building. BUITDING 1 Use of Building: Sing1e Fanily Dwelling Occupanly Group/Const. Twe: R3/V-N Theoretical Occupant Load: N/A Substandard Conditions 1. The dwelling has'suffered significant fire damage which has created a substandard and unsafe building for the following reaseons: A. Numerous areas of the buirding structure were damaged to a degree warranting replacement. C. Electrical wiring and devices were heated to tenperatures beyond which they were designed to withstand, creating an unsafe electrical condition. D. The building ph:mbing system is inoperable. E. l{indows in the building are broken, creating a potential source of access for children and others to whon injury could occur. 2. The above conditions have existed on the property since the fire on August31, 1986. A recent reinspection of the property indicated that verylittle or no change has occurred fron the condition originally observed in Septenber 1986. BUITDING 2 Use of Building: Garage Occupancy Group/Const. Type: MIIV-N Theoretical Occupant Load: N/A Potential for Non-conforming Building 1. The existing garage was not damaged by the fire. Garages are classified as accessory structures on residential property and are not permitted to be the only structure on the property. rf you elect to denorish theexisting dwelling, the garage will be the only remaining structure on theproperty creating a non-conforuing condition. You nay request an Adninistrative Deternination fron the Planning and Developnent Managerwithin the tine frame outlined below to allow the non-conforrningcondition. Otherwise,either the accessory.structure nust also be removed frorn the site, or the denolished residence sha11 be replaced. Applicationfor the Adninistrative Determination can be fited at this office for a $25.00 fee. Section 2O2 of the Springfield Housing Code requires that structures classified as substandard as described above must either be repaired or demolished. Therefore, this is your notice that you must secure permits to either rebuild the structure where it is deficient (Section 104 of the Springfield Building Codes Administrative Code requires that it be rebuiltto conply with the provisions of the Structural, Plumbing, Mechanical andElectrical Specialty Codes), or to denolish it. If the building is to berebuilt,. pertits nust be purchased and work nust conmence within 30 days fron the date of service of this notice and order. If the building is to be denolished, demolition work nust couunence within 30 days,and nust be conpleted within 60 days fron the date of this notice and order. ConpletioD means that the structure and property nust be inspected and approved by the appropriate represenatives of the Building Safety Division. Permits to rebuild or demolish can be obtained at the Springfield Planning and Development Departrnent, in the City Ha1l/tibrary Building at Sth and North A Streets. If you do not ta]<e corrective action within the time frane outlined above, the City will seek conpliance with the Buildin8! Safety Codes through legal recourse which nay include Municipal Court proeeedings or the City may proceed to elininate the hazard and charge the costs thereof against theproperty or its owners. Any person having any record title or lega1 interest in the building nay appeal reon this notice and order to the Building Board of Appeals,provided that the appeal is nade in writing and filed with the City Building Official within thirty (30) days fron the date of service of thisnotice and order, Failure to appeal will constitute a waiver of all rightto an administrative hearing and deternination in this matter.
