Mudsill anchors provide an alternative to anchor bolts. They
easily mount on forms and make finishing easier. The unigue
design provides installation flexibility, eliminating problems with
misplaced anchor bolts. Suitable for stemwall or slab foundations,
mudsill anchors are one piece so there are no more nuts and
washers to lose.

Background:
The 2014 ORSC, based on the 2011 ORSC, was adopted and became effective on October 1,
2014. This alternate method will allow designs to voluntarily comply with the 2008 ORSC wall
bracing provisions as an equivalent bracing mechanism comparative to the wall bracing
provisions in the 2014 ORSC.
Discussion:
Technical and Scientific Facts supporting this ruling:
1. The Intemational Codes Council (ICC) promulgates internationally accepted construction
standards through an "open code development process" in which all interested and affected
parties may participate in the review of proposed changes submiued by code enforcing
officials, industry representatives, design professionals and other interested parties. The

2. The 2008 ORSC is a contemporary building code that advances the public safety and
general welfare through a timely evaluation and recognition of the latest advancements in
construction techniques, emerging technologies and science related to the built environment
at the time of adoption.
3. The Oregon amendments to the 2008 ORSC are necessary for the coordination of code
administration and to reference requisite adopted codes.
4. Division building code experts have conducted a thorough review of the 201i ORSC wall
bracing provisions in relation to the wall bracing provisions of the 2008 ORSC. The wall
bracing provisions in the 2011 ORSC provide a more exacting path in the development of
the required brace wall type and len$h allowing for overall reduced brace wall lengths. The
wall bracing provisions in the 2008 ORSC provide a more generic path in the development
of the required brace wall tlpe and length creating a more conservative approach which
generates greater brace wall lengths. By meeting or exceeding that prescribed by current
code in terms of quality, strength, effectiveness and safety, staff finds the 2008 ORSC wall
bracing provisions to be a cogent alternate method of construction to the 2011 ORSC wall
bracing provisions.
Gonclusion:
Oregon Building Codes Division finds the 2008 Oregon Residential Specialty Code to be a
contemporary building code advancing the public safety and general welfare through a timely
evaluation and recognition of the latest advancements in construction techniques, emerging
technologies and science related to the built environment.
Accordingly, the wall bracing provisions of the 2008 Oregon Residential Specialty Code,
R602.10 including all Oregon amendments serves as an effective alternative to the wall
bracing provisions of the 2011 Oregon Residential Specialty Code for the construction of
buildings in Oregon.
The use of this alternate method constitutes a separate compliance path from the wall bracing
provisions in the 201 I ORSC in that designs must comply with the wall bracing provisions in
the 2008 ORSC in its entirety. Limited cross-over applications are allowed where approved by
the building official.
The recommendation and findings of the Residential and Manufactured Structures Board are
accepted and are adopted.
