As we spoke today on the phone,I am sending you an application packet for MIMMUM DEVELOPMENT STANDARDS and the relevant sections from the Springfield Development Code. I have highlighted in yellow the sections I think are most important for your consideration. Your application, should you decide to submit it, will be assigned to Ashley DeForest, a Planner I. From: Skillern lnvestments LLC Regarding the property known as 874 S. 42nd St.: It has become known to me that the permit to install a sewer line to this building was issued incorrectly. There are several issues needing attention with the building before this sewer line can be brought into the building, including a land use permit, an engineers report on the integrity of the building, and an occupancy permit issued. I understand that in account of this mistake we have been given the authority to install the sewer up to the outside perimeter of the building where it will be capped, and not tied into until the prior outline has been met, and a building permit has been issued. Her advice was to followthe advice of fining for aMIMIMUM DEVELOPMENT STAIIDARDS permit which wouldrequire an engineer's site review plan. I contacted Branch Engineering and requested a quote on what it would cost to draft the information the city required. Their estimate to prepare the plan according to your letter was not to exceed $9000.00. This coupled with the city application permit fee forwiring and plumbing and I suppose one for pouring a concrete floor for a simple storage building is not cost effective. When the city installed the Jasper sewer, I decided it was time to finish the shell of the building. In working with the Public Works Department, we installed a public sewer north from Jasper Road, 500 feet in the state highway right of way and large enough to serve all the property in the urban growth area to the milroad track. The city annexed our pro;rerty at our request knowing that our interest was to provide basic city service to our existing storage building. I was told all I needed to do was aPply for the permits. --.at From: To: Subject: Lorne PLEGER GRAFF, JERRI 870 South 42nd Street I have come across some confusing records with regard to property at the NW corner of South 42nd Street & Jasper Road, A &T Map #18020523, Tax Lot 00100. A & T records show a site address of 870 South 42nd Street, however I believe 870 is the address of a structure on Tax Lot 00101 owned by Willamalane Park & Recreation District. Tax lot 00100 has two buildings on it, one addressed 4164 Jasper Road, and one facing 42nd Street which Skillern lnvestments is calling 874 South 42nd Street. I found a permit for installation of a water line and backflow device, our Job #990540, which stated Tax Lot 00101, butwas in factforthe building on Tax Lot00100. We also issued a permitforsewer installation, ourJob#00-01689-0l,whichstatedTaxLot00l0l,butagainwasforthebuildingonTaxLot00l00. I also found an electrical permit, our Job #970327 , which was issued for 870 South 42nd Street on Tax Lot 00100, but which I believe should have utilized the 874 address. We have no building permit records for the structure we are calling 874 South 42nd Street, as it was started under a County permit prior to our assuming permit responsibility for that area. For this reason, I am unable to determine what address the County used for that building. Thank you for any assistance you may be able to provide in clearing up these records. Thank you for your cooperation, John t-- Investments LLC I have spent over $40,000.00 dollars for a city sewer to provide sewer services, annexcd to the city and now you won't issue a permit. Something is wrong with a government that allows something like this to happen. I fecl our time, cfforts and money have been wasted and we have done nothing to improve the crty andlor our propert-v.
