Employer Responsibilities

you use contactors not licensed wi.{h the Constructioa Contractors Board to do labor in constructing or to assist in the
construction or improvement of a residential structure. As the employer, you must comply with the following:
Oregon's Withholding Tax Law: As an employer, you must withhold income taxes from employee wages at the time
employees are paid. Yo,u will be liable for the tax payments even if you don't actuaily withhold the tax from your

Unemployment Insurance Tax: As an employer, you are required to pay a tax for uncmploymcnt insuance purposevl-*

Other Responsibilities and Areas of Concerns

coyerage for accidenrs and omissions such as falling tools, paint over spray, water damage from pipe punctures, fire or
work that must be redone.

Re: Notice and Order to Comply With The Springfield Building Safety Code Administrative Code Relative
To The Unsafe And Substandard Buildingat242 40th Street, Springfield, Oregon
Dear Property Owners:
As a result of a recent inspection, the City of Springfield Community Services Division, Building Safety, has
determined that the structure located at the above referenced location, also known as Lane County Assessors
ll'[ap #17023114, Tax Lot 03918, for reasons below, substandard and unsafe building as described in the
Springfield Building Safety Code Administrative Code.
Section 203 of the Springfield Building Safety Code Administrative Code classifies structures which are
structurally inadequate or dangerous to human life as unsafe. Section 1001 of the Springfield Housing Code
specifies conditions constituting substandard buildings. The following conditions include but are not limited
to conditions existing at the structures identified above, classiffing them as substandard and unsafe buildings
1. The property is not currently served with water service. The Housing Code requires that each
residence shall be provided with hot and cold running water.
2. The property is not currently served with electrical service. The Housing Code requires that each
residence shall be provided with heating facilities capable of maintaining a room temperature of 68
degrees F. at a point 3 feet above the floor in all habitable rooms. The Code further states that where
there is electrical power available within 300 feet of the residence, such building shall be connected to
such electrical power.
3. Each dwelling shall be provided with a water closet, lavatory, and a bathtub or shower. Although
these fixtures are installed in the dwelling, the lack of water service produces inadequate and
unsanitary sewage and plumbing facilities.
4. Also on the property are used materials which are in violation of the Springfield City Code Section
5.002 (a). This Section identifies Used Materials as waste, debris or discarded items, used building

considered visible unless within a legally permitted building that is wholly or entirely enclosed except
doors for use for ingress and egress or unless it is in connection with a business enterprise, lawfully
licensed by the city, and property operated in the appropriate business zone, pursuant to the
development code. Firewood or materials to be used as firewood must be cut and stacked outside of
the front yard setback within 30 days of delivery.
Section 204 (b) of the Administrative Code provides procedures where the Building Officiat may require
vacation of the premises when cited deficiencies represent an immediatehazardto life, limb, property or
safety of the public or its occupants. Notice is hereby served that the property is being posted to be vacated
by 5:00 p.m. July 6,2006 due to the potential hazards to the occupants resulting from the above cited
conditions. If you, or your tenants do not vacate the premise within the time frame specified, the City will
seek compliance with the Building Safety Codes through legal recourse, which may include Municipal Court
proceedings.
Once the property has been vacated, occupancy may not take place until the abote mentioned unsafe and
substandard conditions are corrected and approved by this office.
Any person having any record, title or legal interest in the building may appeal from this Notice and Order to
the Building Board of Appeals, provided that he appeal is made in writing and filed with the Building
Official within thirry (30) days from the date of service of this Notice and Order. Failure to appeal will
constitute a waiver of all right to an administrative hearing and determination of this matter.

Dear Property Owners:
As a result of a recent inspection, the City of Springfield Community Services Division, Building Safety, has
determined that the structure located at the above referenced location, also known as Lane County Assessors
Map #17023114, Tax Lot 03918, for reasons below, substandard and unsafe building as described in the
Springfield Building Safety Code Administrative Code.
1. The property is not currently served with water service. The Housing Code requires that each
residence shall be provided with hot and cold rururing water.
2. The property is not currently served with electrical service. The Housing Code requires that each
residence shall be provided with heating facilities capable of maintaining a room temperature of 68
degrees F. at a point 3 feet above the floor in all habitable rooms. The Code further states that where
there is electrical power available within 300 feet of the residence, such building shall be connected to
such electrical power.
3. Each dwelling shall be provided with a water closet, lavatory, and a bathtub or shower. Although
these fixtures are installed in the dwelling, the lack of water service produces inadequate and
unsarritary sewage and plumbing facilities.
4. Also on the property are used materials which are in violation of the Springfield City Code Section
5.002 (a). This Section identifies Used Materials as waste, debris or discarded items, used building
supplies, tires, cartons, paper, scrap, junk, used furniture, plumbing or electrical supplies, appliances
and barrels, vehicle engine and body parts, lumber, used wood, pallets, or materials that are stockpiled
for the purpose of recycling which are visible from public view. The stored materials shall be
