Dear Ms. Taylor:
As a result of a recent inspection, the City of Springfield Community Services Division, Building
Safety, has determined that the structure located at the above referenced location, also known as
Lane County Assessors Map # 17023144Tax Lot 01400, for reasons below, is considered a
substandard and unsafe building as described in the Springf,reld Building Safety Code
Administrative Code. Lane County Assessment and Taxation records reveal that you are the
owners of this property.
Section 203 of the Springfield Building Safety Code Administrative Code classifies structures
which are structurally inadequate or dangerous to human life as unsafe. Section l00l of the
Springfield Housing Code specifies conditions constituting substandard buildings. The following
conditions include but are not limited to conditions existing at the structure identified above,
classiffing it as a substandard and unsafe building.
1. The property is not currently served with electrical service. The Code states that
where there is electrical power available within 300 feet if the premises of the
building, such building shall be connected to electrical power.
2. Each dwelling shall be provided with a water closet, lavatory, and a bathtub and/or
shower. Although these fixtures are installed in the dwelling, the lack of water service
produces inadequate and unsanitary sewage and plumbing facilities.
Section 204 (b) of the Administrative Code provides procedures where the Building Official may
require vacation of the premises when cited deficiencies represent an immediatehazardto life,
limb, property or safety of the public or its occupants. Notice is hereby served that the property
will be posted to be vacated by 1:00 p.m. Friday 31912012 due to the potential hazards to the
occupants resulting from the above cited conditions. If you or your tenants do not vacate the

premises within the time frame specified, the City will seek compliance with the Building Safety
Codes through legal recourse, which may include Municipal Court proceedings.
Once the property has been vacated, occupancy may not take place until the above mentioned
unsafe and substandard conditions are corrected and approved by this offrce.
Any person having record, title or legal interest in the building may appeal from this Notice and
Order to the Building Board of Appeals, provided that the appeal is made in writing and filed
with the Building Official within two (2) days from the date of service of this Notice and Order.
Failure to appeal will constitute a waiver of all right to an administrative hearing and
determination of this matter.

Contact Springfield Flanning (725-2753) staff to discuss zoning standards in this
district and any provisions to permit a second unit at this location. lf there is a
process, it must be completed in addition to obtaining building permits for all
construction which has occurred without permits to convert this garage to a
residence. lf it is not permitted to have two an additional residence all
construction that has occurred must be removed and inspections made by the
Building lnspector verify the structure is again a garage.
ln order to avoid actions being taken against you or your property we encourage
you to proceed quickly. ln the event that you have not taken corrective action by
the assigned time deadline, a civil infraction citation will be issued to the resident
and/or property owner. Civil lnfraction fines: $500.00 first offense/$1000.00
second offense. Each day a violation continues constitutes a separate offense
and citations can be issued daily.
DEADLINE FOR COMPLIANCE: lmmediately cease all use of the garage at
this location for all human occupancy. Ten (10) days from the date of this notice
to contact Planning staff an initiate any process available including submitting for
building permits for an additional residence at this location OR to obtain a
demolition permit and to start removal of construction which has occurred without
permits to restore the structure to a garage.
