Consistent with City policy and isions of the City Code, proposed
sanitary facilities other than those with direct connections to the public
sewer system may be installed only after approval by the City Council under
the provisions set forth in Sections 4-4-5 of the City Code.
In this regard, we have received a proposal from Threshold Architects on
behalf of the Lane County Department of Housing and Conununity Deve'lopment to
instal'l a compost'ing toilet and graywater recycling system for a single fami'ly
dwelling at the above location. A letter of explanation from Threshold Archi-
tects is attached.
S'ince this request is the first one received to date for such use, the City
Council should carefully consider this matter from a precedence standpoint.
After careful cons'ideration, the Public Works staff recommends approval subject
to the following conditions:
l. The composting toilet proposed for use must be approved by the State Depart-
ment of Commerce prior to such time as'installation permits are issued by
the Springfield Building Safety Division.
2. Copies of all test reports and other monitorjng data compiled by Lane Countywill be submitted to the Springfield Bu'i1d'ing Safety Division for review.
3. The property may not be sold or ownership transferred durjng the first year
without permiss'ion from the City Council. This will allow suffic'ient timefor use and monitoring thereof.
4. The C'ity Council reserves the right to review jts approval within one year.
The above conditions are suggested in order to a'llow the City Counci'l the flexi-bility to approve the installation request but maintain sufficient control should
the experiment not prove successful. If required, conversion to a convent'ional
system should be quite easy since the second toilet will be directly connectedto the public sewer system and the proposed graywater system also has an overflow
connect'ion to the public sewer system.

Dear Mr. Clark,
We have submitted plans for a building permit for an energy efficient
demonstration house at 426 S. 37th Place in Springfield. The
project is sponsored by the Lane County Department of Housing and
Comnrunity Development and will be built by Lane Community College.
Part of our designing principle was the conservation of water as
wel-l as energy. To this end we have specified that one of the two
toil-ets are to be a composting waterless type. In order to avoid
construction of a cellar in an area with a hiqh water table and
to avoid a space without access to handicapped persons we have
called for a Mull-bank Ecolet toilet. We have had successful ex-
perience previously with this toilet and it was tested by the
D.E.Q. during a year of experimentation with composting toilets.
It is not yet approved by the Department of Conunerce, but the
companys application is now being processed by Commerce. We have
also made application to the Department of Commerce for a permit
to install this toilet. Included is a brochure.
As the second part of the water conservation measures r w€ have
designed a greywater recycling system. As you know greywater
comes from showers, sinks and laundry. No human feces are present.
The system includes a collection sump wlth a small non corrosive
pumpr dn in-line filter to remove hair, food particles and grease, and.
a storage tank of approximately 1500 gallons which is vented to

the outside and also acts as a solar heat storage tank. From this
storage tank, the grey water flows by gravity to pranting beds in
an attached greenhouse and to beds in the garden for irrigation.
A11 distribution will be sub-surface. Any excess that is beyond
the capacity of the tank fLows into the city sewer along with the
black water from the second Loilet. our experience and other
research data suggests that filtered greywater can be safely
used for subsurface irrigation and we wourd be glad to submit
research data to t.his effect
We are working with the Lane County Department of Housing and Com-
munity Development to establish a monitoring and testing program
for this house and others in the county which have alternative
:-waste water systems. This testing program will be operated by
the Lane county Environmentar Management Division. rn the
event of negative test resultsr w€ have provided that aII greywater
can be easily put directly into the city sewer.

Per your request, I have reviewed the doubled 2xG "column" in the west wall of the
kitchen a1426 S. 37th Place. I have also contacted Ang Engineering, the consulting
structural engineering firm for this project.
The "column" is adequate as is. One 2x6 will support the 3255|b. "reaction" from the
beam above. Buckling is prevented with the lateral support of the 2x4 interior partion
walls at each side of the doubled 2x6. The partition walls provide continuous support
along the entire height of the column reducing the "slenderness ratio" to less than the
allowable l/d of 50.

I have just dropped off a copy of a City of Springfield, Building Inspector's Notice stating
that the Perimeter slab insuiition is not approved for ground contact' The lnspector
iequ".tr that either data is presented to him that notes the insulation is apprwed for
ground contact, or that the insulation is removed and correct insulation is put in place.
This insulation was purchased from Energy 3 with Purchase order No. 14019 which
,p""m""ffy notes "E'artn Contact". Also, the original quote from Energy 3 also notes "3
incn rijiO ior perimeter ins. pink board". Further, I had the first delivery of a different
typ" oi rigid insulation sent back (on ,approximately the 13th of June 96) because it was
otiviouslinot earth contact material. tThe materia! sent and installed was "Dow,
gieyUoaiO, extruded polystyrene" according to the factory markings on the product. I do
not have information on this product in my files.
please provide data that is acceptable to the City of Springfield inspector. I hope this is
merely a matter of clarification as I've already had the insulation cut and installed. Also,
stainless steel flashing has been installed over the insulation in anticipation of
backfilling.
I have informed the siding contractor to stop work until this matter is addressed.
