ACTION REQUESTED: Review upcoming schedule for Planning Commission and City Council so both bodies are aware of the topics in the coming months to ensure consistency in the City’s approach to development.
ISSUE STATEMENT: The Council makes policy decisions including the adoption of land use plans and the development code. The Planning Commission advises the Council on these
legislative types of decisions but also implements the Council’s adopted policies by applying the adopted policies and code to specific land use applications. Thus it is important for the Planning Commission to have an understanding of Council’s
policy objectives when making decisions and recommendations.

DISCUSSION/ FINANCIAL IMPACT:
Each year, the Mayor appoints a City Councilor to be the liaison to the Planning Commission. As per the Council Operating Policies and Procedures, the Planning
Commission also designates a member to serve as the liaison with the City Council. The liaison is in a position to be able to establish regular communication regarding upcoming City Council meeting agenda items and of Council decisions that are of interest to the Planning Commission. In addition, Planning Commissioner each attends Council meetings on a rotation basis.
Opportunities for further information exchange that are listed in city codes that could be implemented include: 1 – If the Council would like a monthly meeting summary of Planning Commission activities, staff could provide that to the Council at its second regular meeting as per Municipal Code Section 2.412. 2 – During a Council public hearing, the Council may request that a representative
of the Planning Commission to summarize the reasoning in support of their recommendation (Springfield Development Code Section 5.2-135).
The attached agenda schedules show upcoming topics that are of mutual interest. In addition to work sessions on the Development Code Update, the Planning Commission may hear an appeal on the Marcola Meadows approval. With
Council’s approval of a text amendment in the East Main Street Refinement Plan, the Planning Commission will be able to hold a public hearing on a zoning map amendment to rezone property at 48th and Main Streets to Mixed Use
Residential.
