This meeting is an opportunity for the Council and Planning Commission to provide input and feedback on the Development Code Update Project process. ISSUE STATEMENT: Staff will give the City Council and Planning Commission an update on the Development Code Update Project and the process for moving forward. The Purpose of the Development Code Update Project is to change the Springfield Development Code to support efficient, timely, and clear development review. The updated Development Code will support Springfield’s economic development priorities and will honor Springfield’s home town feel now and in the future. ATTACHMENTS: Attachment 1: Council Briefing Memo Attachment 2: Power point slides Attachment 3: Tentative timeline for Development Code Update Project DISCUSSION/ FINANCIAL IMPACT: Background Staff last presented to the City Council on this project on December 2, 2019. Staff received direction from Council at that time to bring back the public review draft of the housing code sections prior to initiating the public outreach steps. Staff last presented to the Planning Commission on December 3, 2019. At this meeting the Planning Commission was updated on the status of the project and progress made. Next Steps Staff is scheduled for a work session with the City Council on February 3, 2020 to present the public review draft of the housing code sections and ask for direction in proceeding to the public outreach and community engagement steps. The Planning Commission will receive a status update on February 4, 2020. The Purpose of the Development Code Update Project is to change the Springfield Development Code to support efficient, timely, and clear development review. The updated Development Code will support Springfield’s economic development priorities and will honor Springfield’s home town feel now and in the future. COUNCIL GOALS/ MANDATE Encourage Economic Development and Revitalization through Community Partnerships BACKGROUND Staff last presented to the City Council on this project on September 23, 2019. Staff received direction to implement the new Middle Housing legislation (HB 2001) into the ongoing Development Code Update Project. DISCUSSION The City Council and Planning Commission meeting jointly presents an opportunity to discuss the current status of the Development Code Update Project and upcoming process. This is an important time for Phase 1 of the project, the Housing phase, since we are nearing completion of a public review draft of the housing code sections as well as moving into Phase 2 of the project to initiate the update to the Employment lands (commercial and industrial) code sections. Both the Technical Advisory Committee and Governance Committee for the Housing phase of the project have been engaged and conducting multiple meetings over the last year to provide input and guidance on the code update. Phase 1 – Housing code The Housing Phase of the Development Code Update Project, Phase 1, is nearing a milestone. The public review draft of the new draft housing code sections are close to the release to the public for review and for the public outreach steps of this phase to begin as described in the Community Engagement Plan for the project. In moving forward with public outreach over the next five months a number efforts and events will be completed to provide information about proposed code changes, listen to the public in regard to the proposed changes, and begin making revisions to the public review draft to reflect the input received. As the public outreach steps wrap up the project will move into the public hearing steps as outlined in the attached tentative timeline. Phase 2 – Employment lands (commercial and industrial) code At the same time that the Housing phase in proceeding with the Community Engagement step, the Employment lands phase, Phase 2, will be kicking off. A new Technical Advisory Committee (TAC) will be formed for this next phase and the process of auditing the existing commercial and industrial lands codes sections will begin. Attachment 1, Page 1 of 2 NEXT STEPS Staff is scheduled for a work session with the City Council on February 3, 2020 to present the public review draft of the housing code sections and ask for direction in proceeding to the public outreach and community engagement steps. The Planning Commission will receive a status update on February 4, 2020. At the end of the public outreach a Planning Commission public hearing draft will be developed based on the feedback received. RECOMMENDED ACTION No formal action is needed or requested. This meeting is an opportunity for the Council and Planning Commission to provide input and feedback on the Development Code Update Project process.
