Dear Mr. Esauk:
i am writing in response to your letter of December 3, 1988 to the City Council
requesting placement of a trailer house on your property at 618 North 18thStreet. I apologize for the oelay in formal ly answering your letter. The
holioays and sickness created a staff shortage, and we are iust now able to
catch up on the backlog of correspondence.
As noted earlier in a telephone conversation with our staff, your residence at
618 North 18th is zoned LDR, Low Density Residential. This means the inten0ed
use of the property is for one single.family <twelling unit per lot. In the
past, under the olo zoning code,-i6bile homes coulo be placed on a property with
an existing residence in haroship situations such as yours. You may see this
residence/mobi le home combination at various sites around Springfiel d "left
over" from old hardship situations. The current code no longer makes provision
for pl acement of a second Owel I i ng uni t on LDR, si ngl e-fami 1y resi denti a I
property because of complaints from neighboring resioents ano problems in
removing trailers that have been used merely as rentals.
In your'letter you requested that a "trailer house" be placed on the property so
that you coulo care for your mental ly hanoicapped son. Trai Iers are
recreational vehicles and do not meet builoing and safety requirements for
permanent resioential use.
I am sympathetic to your personal needs, as I am to others in your situation.
However, I do not have the authority to over-rule our zoning laws, and I am
unable to satisfy your request. If you want to discuss this further, please
